Implementation & OverviewPhase 1 2015
• Conception • 2012 – Panel of 3 Judges/Clerks Convened (Judges/Clerks –
Moore/Belew, Glover/Cavender, Loughry/Bohling)
• 2012-2014- Discussions with Court Clerks @ Annual Conferences
• 2014- TITAN Business Unit has a model built to allow State
Troopers to utilize eCitation
• Design• Language was not changed from current paper citation
• Condensed language on 5 paper copies (front & back )
down to one copy
• Judges panel reviewed and provided input into the makeup of the eCitation design
• Example- Citing Multiple Violations
• Phase 1 Implementation(Trooper)
• Troopers utilize in-car printers to issue eCitation
to a violator-(Thermal printers/paper)
• Trooper prints 2 copies roadside – 1 copy to
violator, 1 copy capturing signature of violator
(court copy)
• Trooper will turn the signed eCitation into clerk
for entry in TNCIS (same process that is currently
utilized)
• Dispositions• Current business practice can be utilized
• The eCitation has no print on the back, divergent from paper copies of
T.H.P citations which contains designated fields for recording disposition
• T.H.P. will provide blank copies of current disposition form to Court Clerks
• Judges / Clerks can determine the optimum procedure to manually record
dispositions
• Clerks will then enter disposition into TNCIS system
• Benefits• Typed Citation is more legible
• Ability to apply a $5.00 fee in which $1.00 goes back to Clerks Office
for Technology (for each conviction)
• Increases Officer Safety for Troopers
• Auto- Import of eCitation into clerks TNCIS System – ( tentatively
scheduled to be available in March/April 2015)
• Brings Business Practices into the 21st Century
