NSW Public Sector Capability Framework An Introduction These slides are designed to provide an introduction to the NSW Public Sector Capability Framework. Contents of this Guide • Background, overview and key features of the NSW Public Sector Capability Framework (the ‘Capability Framework’) • Structure of the Capability Framework • Levels of capabilities • Occupation specific capability sets • Contribution to workforce management and development • Additional resources Background • The Capability Framework was released on 9 August 2013 • It replaces the 2008 NSW Public Sector Capability Framework and the draft 2011 NSW Public Sector Executive Capability Framework • The Capability Framework supports sector-wide reform and initiatives including those under the Government Sector Employment (GSE) Act 2013 Overview The Capability Framework: • Describes the core knowledge, skills and abilities required of all NSW Public Sector employees, across all levels and occupations • Describes, in Plain English, both executive and nonexecutive capabilities • Describes each capability across progressive levels Overview The Capability Framework: • Reflects the Government Sector Core Values • Allows for complementary occupation or profession specific capability sets to be used in conjunction with the Capability Framework • Does not link capability levels to job classification or grade Overview The Capability Framework will help to facilitate sector-wide capability building, performance and greater mobility across roles within the sector Using the Capability Framework • Workforce planning, designing roles and developing role descriptions • Recruiting to roles • Applying for roles • Performance Development • Learning and Development Capability Groups 16 core capabilities across four groups These apply to all public sector employees Four additional capabilities for those roles responsible for managing others The Capability Groups work together to provide an understanding of the knowledge, skills and abilities required by public sector employees Capabilities • Display Resilience and Courage • Communicate Effectively • Deliver Results • Finance • Manage and Develop People • Act with Integrity • Commit to Customer Service • Plan and Prioritise • Technology • Inspire Direction and Purpose • Manage Self • Work Collaboratively • Think and Solve Problems • Procurement and Contract Management • Optimise Business Outcomes • Value Diversity • Influence and Negotiate • Demonstrate Accountability • Project Management • Manage Reform and Change Capability Levels • Each capability progresses across five levels: Foundational, Intermediate, Adept, Advanced and Highly Advanced • At each level, capabilities contain a set of ‘behavioural indicators’ illustrating the type of behaviours expected at each level • The list is not exhaustive, and some indicators may not apply to some roles • The behavioural indicators, when read collectively at each level, provide a reasonable understanding of what that level of capability ‘looks like’ An example: Communicate Effectively Capability levels To access the Capability Framework, please click here Occupation specific capability sets The Capability Framework is designed to work with complementary occupation specific capability sets Occupation specific capability sets focus on additional specialised knowledge, skills and abilities for roles within particular professions Occupation specific capability sets An example: Alex works as a Senior Business Analyst in the ICT Team. She manages a team of four staff.
