Why an International Task Force on Teachers for
EFA and Why support PACTED?
 Persisting qualitative & quantitative teacher needs
 Need for global coordination
 Need for keeping teachers on the political agenda
 Support countries to address the need to:
 Develop appropriate policies
 Develop the capacity to plan, implement, monitor &
evaluate
 Generate and efficiently use the necessary financial
resources
All the above are to be informed by evidence (data, research)
 PACTED = a regional illustration of the above
The Task Force’s contribution to PACTED
1. Serves as secretariat for PACTED Partners
2. Partners consultation (Ouagadougou, Feb 2012)
3. Prepared PACTED M&E Framework
4. Organized PACTED Roadmap dissemination and
implementation workshop (Paris, Sep 2012 &

5. Mobilized partnerships (Thailand and India) for
PACTED
6. Include support to PACTED in its strategic plan for
2013-2016

1. Linking the Roadmap with the AU 2nd Decade
plan of Action
2. Developing an M & E framework
3. Making the roadmap result-oriented
4. Development of a dissemination plan
5. Integrating a need for resource mobilization
6. Setting up a coordination team
7. Proposing a lead agency for each objective
8. Proposal for piloting the roadmap

• For items 1 to 5, these improvements were
integrated into the new draft of the Roadmap in a
background/introductory page
• For item 6 (Coordination) AU PACTED partners
propose: AUC as lead political coordinator ; the
Int’l Task Force on Teachers as lead technical
coordinator
• For item 7 on lead agencies, see next slide
• For the piloting of the roadmap and M&E tool,
countries identified are: Kenya, Senegal, Togo (and
possibly a state in Nigeria)
