Team Biographies
David H. Williams
David Hilliard Williams is an internationally-known expert in the wireless/mobile communications field. His particular
specialty is in wireless Location-Based Services, involving technologies including Global Positioning Satellite (GPS)
Systems, Network-Based location determination technologies, Wireless 911 (E911), Radio Frequency Identification (RFID),
and location-related Wireless Fidelity (Wi-Fi).
He has developed and implemented industry-leading business and technology strategies and solutions in these areas and
provides consulting services to some of the leading carriers and enterprises in the U.S., South America, and Europe. Mr.
Williams has been published and quoted by some of the leading magazines and newspapers in the country about locationbased services, including The Boston Globe, Computerworld, MissionCritical Communications, Popular Mechanics, and
RFID Journal. He is a member of the Association of Public Safety Communications Officers (APCO) and the National
Emergency Number Association (NENA).
In addition to authoring The Definitive Guide to GPS, RFID, Wi-Fi, and Other Wireless Location-Based Services, Mr. Williams
is the Author of The Definitive Guide To Wireless E911, and co-author of The Definitive Guide To Mobile Positioning and
Location Management. He publishes a wireless location industry leading newsletter at www.E911-LBS.com. E911-LBS
Consulting also tracks leading companies in the LBS space and publishes analyst reports on them from an “industry insider”
viewpoint, particularly with respect to their business and technology strategies.
Mr. Williams has over 19 years of consulting experience working at the most senior executive levels. Prior to founding E911LBS Consulting, Mr. Williams was an Associate Partner with Accenture, the world's largest technology consulting firm, in
their Communications & High-Technology Strategy Practice. He has also worked for inCode Wireless, Booz, Allen, &
Hamilton and Deloitte Consulting. He started his career as an electrical engineer for Hughes Electronics.
Mr. Williams has an MBA in Information Systems Management from The University of Texas at Austin, and a Bachelor of
Science in Electrical Engineering from Purdue University, graduating from both with top honors. He is married with four
children, and resides in Wilton, Connecticut.

• Directed development of content for developer zone of leading digital map provider. Required full value chain technology and business expertise in
the wireless location/LBS space, working across all parts of the organization and its partners.
• Directed the business and technology strategy development of potentially industry-transforming internet/wireless LBS application for industry beset
by new lower cost entrants. Directed the design and outsourcing of development efforts for that application.
• Directed development of Wireless/Enhanced 911 (E911) services offerings for state and county/local government market units of major consulting
firm. Customized Phase I and Phase II “checklists” based on knowledge of individual wireless carrier networks, IT infrastructure, and organizational
idiosyncrasies. Identified, assessed, and developed solutions potentially applicable for Public Safety Answering Points (PSAPs), by carrier type with
respect to key E911 implementation issues: technology (e.g. network vs. A-GPS–based), deployment processes, CRM capabilities, E911 “supply
chain”, overall business cases, governance structures, and FCC/state/local regulations.
• Program Manager finalist for City-wide wireless technology planning project for City of New York

integrate the business units on numerous business and technology dimensions, as well as recommendations for phasing out selected technologies

• Managed operational readiness assessment of market launch plans for New York-focused long distance business of major Local Exchange Carrier
(LEC). Identified strategic and tactical issues and gaps with launch plans, and developed remedies to correct and enhance affected operational
areas. Significantly improved transactional capacity across various operational areas. Upon becoming the first LEC to receive FCC permission to
provide long distance services, launch of business acquired 3 million customers in first year of launch, with minimal operational issues, and grew to
over 7 million long distance customers by end of second year.
• Developed the thought capital, knowledge base, customer materials, and led the marketing of Wireless Location-Based Services (LBS) products offer
focusing on realizing high- potential enterprise and consumer LBS and Telemetry and Telematics applications and supporting infrastructure.
Directed development of Location and State (also know as Presence) wireless network technology architecture for leading U.S. carrier. Developed
business cases for numerous LBS applications for a number of wireless carriers and other enterprises. Managed development of Functional
Requirements Documents (FRDs) for several LBS applications, as well as product go-to-market plans for initial LBS product launches. Evaluated
issues and developed business and technology strategies relative to E911/LBS – 802.11/Wi-Fi interaction/integration, with particular emphasis on
developing viable business models for various player “tiers” in the Wi-Fi hierarchy.
