Recommendation 2.1
Community colleges will develop and
implement a common centralized
assessment for English reading and writing,
mathematics, and English as a Second
Language (ESL) that can provide diagnostic
information to inform curriculum
development and student placement and
that, over time, will be aligned with the K12 Common Core State Standards and
assessments.
Proposed Implementation of
Recommendation 2.1
Near term: centrally purchase a common
assessment; voluntary participation (AB
743)
 By 2014, develop and centrally purchase a
new common diagnostic assessment
 Require colleges to use the new common
assessment for placement

Recommendation 2.3
Community colleges will develop and use
centralized and integrated technology,
which can be accessed through campus or
district web portals, to better guide
students in their educational process.
Proposed Implementation of
Recommendation 2.3
CCCCO creates online applications that can be plugged
into college/district websites, such as:









A common application to college
An electronic transcript
An online BOG fee waiver form
A degree planning module
An electronic library resource and library catalog
A career exploration module
A job placement module
A textbook purchasing module
A transfer advisement module
Recommendations 7.2 & 7.3
In collaboration with the CCC
Chancellor’s Office, districts and colleges
will identify specific goals for student
success and report their progress
towards meeting these goals in a public
and transparent manner.
 Implement a student success score card.

Proposed Implementation of
Recommendations 7.2 & 7.3
CCCCO will establish statewide goals, with
districts and colleges prioritizing goals and
establishing strategies
 Goals will address race/ethnicity gaps
 Accountability reporting will be amended to
include intermediate measures and a
publically-posted scorecard that shows a
distilled subset of the data
 Colleges will be compared against their own
past performance

Recommendation 7.4
The state of California should develop and
support a longitudinal student record
system to monitor student progress from
elementary through postsecondary
education and into the workplace.
Proposed Implementation of
Recommendation 7.4

Secure commitment from other
education segments

Procure one-time funding for database
development
