Role of the Instructor
• Provides area referees with new rule modifications and recerts, etc.
- Makes themselves available for clinics consistent with local
area needs
- Focus instruction based on USSF emphasis; local feedback from
assessors, Area Directors of Instruction and Assessment
- Instruction focuses on grassroots application
- Why focus on elbows to the head when 98% of your
referees are doing U8 games – Shut down the

• Provide service to teams applying knowledge of rules to games
- Trains – is physically fit and studies current USSF memoranda
- Makes themselves available
- Meets recert or upgrade requirements; schedules
assessments goes to clinics, etc.
- Action plan with Assessors and Assignors about objectives;
follow up

• Develops referees
- Assigns appropriate referees to matches
- Applies assessor feedback to develop individual referee
- Based on area needs schedules recerts; upgrade clinics with

• Evaluates performance of referee with current guidelines etc.
- Keeps up to date with current USSF memoranda
- Provides feedback to referees, assignors, and area instructors
- Follow up with referee about action plan
- Identifies rising stars to Assignors, SRA, LAC etc…
