Neighbourhood Planning




Introduced under localism act 2011
Aims to provide greater public influence and
involvement in the planning of their local area
Cannot conflict with the strategic policies of the local
plan
Can comprise



A Neighbourhood Development Plan which sets out
the policies against which planning applications are
assessed (in parallel with those in the local plan)
A Neighbourhood Development Order which grants
planning permission for specified developments
A Community Right to Build order - a specific type of
Neighbourhood Development Order

Limitations on neighbourhood planning

Plans must





The Local Planning Authority




conform with the European Human Rights Act 1998
conform to Strategic policies in the Local Plan
not be used to prevent development of a Local Plan
be prepared by the Parish or Town Council if one exists
can give information and help but is not obliged to do so
cannot control the Neighbourhood Plan process
is required to check the proposed Plan to ensure it meets
legislative and elements of the local plan
Plans may

require a Sustainability Report

Objectives as set out by Council

Primary objective

Create binding plan/policies for the area which create a
sustainable addition to the Town



Focus solely on ASRs initially



Silver Leys and the Meads Ward including the ASRs
assumption that development will occur in line with the current Local
Development Plan (or successor documents)
Only actions and policies which are necessary or desirable as a
result of development on the ASRs
may be confined geographically to the ASRs or extend to the
whole neighbourhood area
Extend later

Policies/actions required solely as a result of development lying
outside the ASRs will be considered later unless the development
in question is consequent upon or related to development within
the ASRs.

Explore approaches resulting in the need for only limited
documentation/policies which focus solely or principally on the
key issues for the neighbourhood area.

Development will comply with the National Planning Policy framework.
Members are not indicating support for District Policies


The work of Team will be overseen by the Neighbourhood Plan Task and Finish Group
The Task and Finish Group will report periodically to Full Council on progress
Approval of the Town Council required prior to submission for independent examination.
Respect Assumptions: That ASRs 1-5 will be developed substantially in accordance with


