Overview
•
Beginning in fall 2012, NYC youth who in the past were
placed in OCFS non-secure facilities outside of NYC were
placed in residences within the city as part of the
Close to Home (C2H) Initiative.
•
Most C2H students received services at Passages Academy,
a DOE District 79 program serving students in 8 sites.
•
•
While at Passages the C2H students were able to stay within
the NYC Public School System and continue learning and
progressing in school.
To contextualize, data for NSP students are compared to data
for students in Non-Secure Detention (NSD) and Secure
Detention (SD).
•
Students who were enrolled in more than one classification type during the school year
were assigned to their most recent classification in the comparative analysis (all analysis
with the exception of enrollment).
•
Total NSP enrollment during 2012-13 school year: N=302

Over the 3-year period we observe a:
• 25% decline in enrollment
• 16% increase in average daily enrollment
• 55% increase in average length of enrollment
• * % increase in the total number of Regents Exams passed
• 4 percentage point increase in the percentage of students earning
10 or more credits
Notes: Grade level promotions are for promotions that occurred within Passages Academy among students in grades 6-8 in June
of the school year of enrollment.

Comparison of Passages discharges to institutions
outside of NYC (e.g. OCFS Facilities) and to DOE
schools by school year
Passages discharges to institutions declined by 16 percentage
points and the percentage transitioning directly to DOE schools
increased by 13 percentage points.
