Committee for Planning and Investment (CPI)
• the Think Tank of the government (equivalent to Ministry) on
formulating, analyzing, implementing and supervising the
national socioeconomic development plan, policies, the
economy, the promotion and management of domestic and
foreign investment, and providing statistic services.

CPI’s Role and Functions
• realise government policies into the formulation of the socioeconomic strategy and national poverty eradication strategy,
long term , medium and annual plan; and propose to the
government for the consideration and adoption.
• supervise, monitor, facilitate and compile the implementation
of socioeconomic plan, public investment, domestic and
foreign investment; the implementation of socioeconomic plan.
• analyze policies and legislation that related to planning
administration, public investment, statistics, and domestic and
foreign investment.
• research and propose the development policy and measures
to the government for consideration and approval.

CPI’s Role and Functions (cont’)
•Promote foreign direct investment in Lao PDR.
• supervise and monitor public investment projects.
• coordinate with the ministry of finance on allocating
national budget to sectors and regions.
• conduct research and analysis on socioeconomic
development issues and provide policy recommendations
to the government.
• provide statistic data for socioeconomic planning
formulation and research and disseminate socio
economic information to the public.

Other Planning Agencies
Planning and Investment Office in Provincial/District
Level
Planning and Investment Office acts as a think thank for
provincial government authority, the government and planning
unit at district level serves as the think thank for the planning
and investment office as well as for the provincial authority
respectively.
These agencies are under CPI and have the same role and
functions to CPI but regarding only at the provincial level

Other Planning Agencies (Cont’)
Planning Department/Division of Ministries
• they assist their ministry in planning management,
including planning, monitoring, evaluating, and reporting.
• there are planning units of the provincial office of line
ministries in provinces.
•these planning agencies are in charge of providing
research, propose sectoral development plan and related
information to the respected ministry, the provincial
government, as well as planning and investment offices.

Synergizing the ASEAN Development Agenda
with National Development Plans
Currently :
•CPI lacks of the approach and mechanism on how to
internalize ASEAN development agenda into the national
development plan.
--> due to the national focal point on planning
coordination related to ASEAN development agenda has
not yet established
ASEAN development agenda is brought into the sectoral
development plans to some extent

Establishing “ASEAN National Development Planning
Committee- ANDPC”
At regional level:
