Learning Outcomes Assessment Guidelines
Purpose:
• To identify achievements that address how Millersville University fulfills its mission and
accomplishes its Strategic Directions.
• To make transparent the connections between department-level strategic planning and the
University’s Strategic Directions.
• To align planning and resource allocations decisions.
• To enhance opportunities to communicate Millersville’s story to internal and external
audiences.
• To help inform how the University “keeps the promise” to its constituents.
Rationale:
• The Learning Outcomes Assessment process at Millersville provides an opportunity for the
departments of the University to link their annual intended outcomes to the University’s
Mission and Strategic Directions.
• This rationale is based upon the Middle States’ institutional assessment planning philosophy:
– Develop clearly articulated written goal statements at university, division, and unit-level,
– Design intentional objectives (actions), outcomes or strategies to achieve the goals,
– Assess achievement of the key goals; and
– Use the results of assessment initiatives to improve programs and services with links to the
institution’s ongoing planning and resource allocation process.
Learning Outcomes Assessment Report Guidelines

The Learning Outcomes Assessment report for 2010-11 will be produced in
WEAVEonline. The WEAVEonline environment is organized around the former
Learning Outcomes Assessment Report template’s intended outcomes,
measureable criteria, and data source/results. The 2010-11 cycle will be turned on
by April 25, 2011. The steps in the WEAVEonline process compared to the 2009-10
process begins on slide 5. Training has been provided and will continue to be
provided through open lab sessions and meetings with schools, departments or
divisions through summer 2011.

Once the Learning Outcomes Assessment Report is completed, it may be used to
update the actions and anticipated outcomes for the next academic year. You may
do this in the 2011-12 cycle when it is turned on. Your information from 2010-11
will be carried forward if you opt to keep it active within the 2010-11 cycle.

Format:
• Submitted electronically via WEAVEonline Assessment tab. Reports will be generated from WEAVEonline
and if needed, edited.
• Millersville’s WEAVEonline may be accessed via: https://app.weaveonline.com/millersville/login.aspx
Use your Millersville User ID (for example, lshibley) and your Outlook/Exchange password.
• Beginning on page 5, you will find tips for using WEAVEonline to generate your 2010-11 Learning Outcomes
Assessment.
• Please note, information entered from the 2009-10 Learning Outcomes Assessment Reports will carry
forward into the 2010-11 cycle. Review and update this information for 2010-11. You may add new goals,
objectives and respective measures, achievement targets and findings for 2010-11. DO NOT DELETE any
information from 2009-10.
• Contact Carol Kirsch or Lisa Shibley at x 2390 if you have any questions.
Timeframe:
• Finalize in WEAVEonline to submit to the President’s Office by August 15, 2011. (Note, this may change
pending reporting requests to the System office.) Managers should insure that information is added to and
finalized in to WEAVEonline for the 2010-11 cycle by this date. Run your reports and submit them in PDF or
Word. We recommend that you run your report based upon your Strategic Plan goals and objectives.
• Only include information in the 2010-11 Cycle. Only report on goals, objectives, outcomes, action plans
that occur between July 1, 2010 and June 30, 2011.
• Preparation for the Learning Outcomes Assessment Report should be ongoing. For the 2011-12 cycle, add
in findings as they occur.

Entering or Editing a Goal
• In the navigation bar located below the WEAVEonline logo,
point to Assessment and select Goals from the dropdown
menu.
• Under Goals, click Add or under a current Goal, click Edit.
• In the appropriate text boxes, enter or edit the condensed
description (title) and complete description.
• For new Goal, select in which cycle the Goal is established
(2010-2011) and the cycle through which it will be active
(2010-2011 or “Keep Active”).
• To inactivate Goal, select “Active through” 2009-2010.
• Select the appropriate Entry Status (Draft/In Progress or
Final).
• When done, click Save.

Entering or Editing an
Outcome/Objective
• In the navigation bar located below the
WEAVEonline logo, point to Assessment and
select Outcomes/Objectives from the
dropdown menu.
• Under Outcomes/Objectives, click Add or Edit.
• In the appropriate text boxes, enter or edit the
condensed description (title) and complete
description.
• Select Yes or No next to designate whether this
is a Student Learning Outcome.
• Click Add or Edit Associations and add or
change checkmarks where relevant. Leave
these sections open (do not press Cancel) if
changes were made.
• Try to have at least one Association to each of
the following: University Strategic Direction,
Division Strategic Plans, School Strategic Plans,
and General Education associations.
• Select the appropriate Entry Status
(Draft/In Progress or Final).
• Select the Established
in and Active through
cycles.
• To inactivate, select
“Active through”
2009-2010.
• When done, click Save.

Measures
Measures: Must be selected prior to adding Achievement
Targets and Findings. Measures identify the resource, data,
evidence, observation you used to gauge the achievement of
your objective.
Entering or Editing a Measure
• In the navigation bar located below the
WEAVEonline logo, point to Assessment and select
Measures & Findings from the dropdown menu.
• Under Measures & Findings, click Add or Edit.
Please Note: A Measure cannot be added unless at
least one Outcome/Objective exists.
• Select one Source of Evidence for the Measure
(there is a generic choice at the top of each
category).
• In the appropriate text boxes, enter or edit the
condensed description (title) and complete
description.
• Check the box next to each Outcome/ Objective
related to the Measure.
• If unselecting a related Outcome/Objective,
first make the Measure’s Achievement
Target “Active through” 2009-2010, to
prevent creating an orphan.
• Select the Established in and Active through cycles
• To inactivate Measure, select “Active through”
2009-2010.
• Select the appropriate Entry Status
(Draft/In Progress or Final).
• When done, click Save.

• Please Note: Every Measure must have an
Achievement Target in order to enter Findings.
• In the navigation bar located below the
WEAVEonline logo, point to Assessment and
select Measures & Findings from the
dropdown menu.
• Expand the Measure for which you need to
add or edit an Achievement Target, either by
clicking the expansion triangle next to the
Measure or by clicking the Expand All button.
• Under the Achievement Targets and
Assessment Results/Findings section, click Add
or Edit Achievement Target.
• Enter or edit the Achievement Target.
• Select the Established in and Active through
cycles.
• To inactivate Achievement Target, select
“Active through” 2009-2010.
• If replacing previous Achievement
Target, first inactive previous one then
add the new one
• Select the appropriate Entry Status (Draft/In
Progress or Final).
• When done, click Save.
Findings
Entering Findings
• In the navigation bar located below the
WEAVEonline logo, point to Assessment and
select Measures & Findings from the
dropdown menu.
• Expand the Measure for which you need to
add Findings, either by clicking the expansion
triangle next to the Measure or by clicking the
Expand All button.
• In the Achievement Targets and Assessment
Results/Findings section, find the appropriate
Achievement Target and click Add Finding.
• Enter a summary of your Findings for the
Measure-Outcome/Objective pair.
• Identify if your findings indicate that your
Achievement Target was Met, Partially Met, or
Not Met.
• These replace and standardize all prior
progress options.
• Select the appropriate Entry Status (Draft/In
Progress or Final).
• When done, click Save.
Step 5a: Add Findings (formerly Results).
Step 5b: Insert Progress Status (met, not met,
etc.) from Results and Application of Results.
