Background
• Due to the increasing demand for electricity, Eskom has decided to embark on a new build program to increase its generating capacity and support economic growth of the country.
• It entails the construction of a coal fired power station and associate infrastructures in Mpumalanga.
• Kusile Power Station is a coal-fired power station with six supercritical generating units.

Background
• The total generating capacity of the station will be 4800MW.
• Project Kusile is located between N-12 and N-4 highways; about 40 km Northwest of Emalahleni,10 Kilometers from Kendal Power Station.

Background
• Kusile Power Station Project currently has and one admin.
one medical
centre which is operated by Eskom. The staff compliment is two professional nurses • The service provided is occupational health to Eskom permanent employees, IOD treatment of both Eskom employees and contractors and PHC for contractors.
• ER24 is also based on site 24 hours a day and attend to all emergencies that might occur.
• As the
work force increased
, a decision was made to out source this services to a service provider that will focus on providing the PHC and OH services to the contractors on site. 9
Breakdown of PHC services
PHC services will be divided as follows: • Treatment of minor ailments and family planning • Monitoring of chronic patients and referral to external service providers for further management • Medical emergencies will be stabilised on site and referred.
• Further diagnostic evaluation will be referred externally • HCT/VCT will be provided and referred where necessary • Obstetric cases will be referred out 10
Primary Health Care
• It will be operated by professional nurses from 07h00 to 17h00 Monday to Friday.
• They will also be required to respond to call out and do overtime as and when required.
• Currently Kusile has medical aid schemes and rely on the services from the clinic when they are not feeling well.
+_ 13000 contractors, most of them don’t have • Based on our previous statistics, on average the clinic treats about 150 PHC cases a week.
• Having said that Eskom does not guarantee that these are the numbers that the service provider will have to treat as it may be more or less.
• The Primary Health Care service will be funded by Eskom excluding the diagnostic investigations 11

• The facility and the equipment required to render this service will be provided by Eskom.
• The maintenance and replacement of the equipment will be the duty of the service provider.
• The doctor will be required to work
two hours daily(Monday to Friday
) and perform call out duties as and when required.
• The service provider will have to provide a list of medicines that might be needed for PHC and price each item.
• The service provider will also be providing treatment to
contractor injuries on duty (IOD)
and then fill in the necessary COID documentation for processing. 12
Occupational Health
• The service provider will be given a platform to provide this service to the contractors as well.
• This means that the service provider will be providing the service for a fee from the contractors.
• The service provider will have to market their services to the contractors and have competitive prices so that they secure clients.
• A retainer fee will be paid to the service provider. • The service provider will have to bring his own equipment for occupational health services.
• The service provider will be responsible for the maintenance and replacement of occupational health equipment.
• Eskom will pay a retainer fee for the mobile x-ray to be brought to site for a speedy and uninterrupted service to be available.
• Service provider will do the trending and provide monthly reports to Eskom 13
Basic Compliance /Mandatory Requirements
Tenderers must submit the following documents in order to be eligible for further evaluation: • Certificate of registration with relevant professional bodies i.e. SANC for nurses and HPCSA for medical practitioners • Certified copies of relevant valid qualifications for the personnel (for nurses: four year diploma or degree in nursing, occupational health qualification, spirometry, audiometry and dispensing license. For doctors MBCHB, occupational health qualification).
• Company ownership must comprise of individuals in the medical field.
NB: Tenders which do not meet Eskom’s mandatory requirements will not be evaluated further.

•
All Consultants shall adhere to the requirements as set out in the Eskom Contract Quality Requirements Standard QM58.
•
The requirements include, but are not limited to the following: 1. Quality Management System Requirements (Ref: Eskom Standard QM58, Section 3.1)
• The consultants shall implement and maintain a Quality Management System which, as a minimum, meets the requirements of ISO 9001-2008 Quality Management System Requirements. Compliance to ISO requirements shall be verified by a full quality compliance assessment performed by Eskom prior to award of contract.
Note: Eskom shall specify within the scope the applicable areas of ISO 9001-2008 and the application of this standard in the enquiry/contract/order quality requirements forms (Annexure A and B).

• Signed enquiry/contract/order quality requirements forms (B) • A CV of the consultant’s quality management representative • One provisional copy of the contract quality plan (including a signed quality policy) • ISO 9001-2008 certificate or objective evidence of an ISO 9001-2008 compliant quality management system.
• Latest structure/organogram of the quality function/department, resources, and number of employees employed in the quality department, including an abridged indication of qualifications (the quality structure to show who the quality departmental leader reports to within the tenderer’s organisation) • Any quality management accreditations(NDT/NDE/welding) and special processes requiring certification.

• Information on similar work performed recently ( within the last two years): o Sample contract quality plan (including a quality control plan) from a similar project executed by the tenderer less than two years ago ( o Sample report reflecting quality performance and measures (report to reflect statistics of at least six months) o Sample of non-conformance report o Sample of Corrective and Preventive Action reports • Management of suppliers / sub-contractors to the tenderer o A detailed description of the process/procedure for evaluation, selection and control of sub contractors/suppliers(where applicable).

Access to the Consultant’s premises and facilities
Eskom or its inspection authority/agency, where appropriate, shall be afforded access to the consultant’s and sub-contractor’s premises and facilities at reasonable times to conduct quality audits, surveillance or inspections to verify compliance with the contract/order.

Preferential Procurement Policy Framework Act B-BBEE Evaluation (10 points) Tenderers are required to submit original and valid B-BBEE Status Level Verification Certificates or certified copies thereof together with their tenders to substantiate the B-BBEE claims.
