Demographics NSW : 8 Area Health Services Metropolitan – Northern Sydney Central Coast – South East Sydney Illawarra – Sydney South West – Sydney West Rural – Greater Western – Greater Southern – Hunter New England – North Coast 2 Housing & Accommodation Support Initiative (HASI) Innovative partnership program between NSW Health, Housing NSW and the NGO sector. 3 HASI HASI is designed to assist people with mental health problems and disorders requiring accommodation support to: – participate in the community – maintain successful tenancies – improve quality of life – assist in the recovery from mental illness. 4 HASI Stage 1 Commenced 2002/03 100 high support packages (up to 5 hours support per day) Packages went to 7 AHS, 3 different NGO providers HASI Objectives Improve housing stability Reduce impact on acute sector and non-acute inpatient Reduce impact on crisis calls Improve quality of life Assist in the recovery of Mental Illness Eligibility Criteria 16yrs and over Diagnosed with a mental illness Eligible for social housing High level of psychiatric disability Low level of functioning Capacity to benefit Informed consent Governance Senior Officers Meeting – Strategic development – Governance – Future Planning Departmental Executive Committee – Operational Effectiveness – Policy oversight HASI EVALUATION The Social Policy Research Centre UNSW – 2 year longitudinal evaluation of HASI Stage One. SPRC – UNSW – an 18 month evaluation commenced in April 09 13 Future Planning HASI 5A under development – A model that is culturally appropriate for Aboriginal people Extended Care HASI – Currently being scoped Youth HASI Unique Partnership Must be a real partnership, not simply a funder to provider relationship Clear Service Level Agreements Two Tier Management structure Quality Advisory Structure Selection Committee 15 Selection of Clients Selection of clients is by far the most crucial to success Clients must be genuinely willing to engage The program must be completely voluntary Genuine risk assessment to include: – Vulnerability – Safety from self – Safety from others 16 What HASI is not HASI is not a panacea for all clients currently held in long stay hospitals HASI may not be suitable for many clients HASI is not suited to clients requiring high levels of supervision, High Support does not mean high supervision Clients may be eligible for inclusion, but may also be unsuitable 17 What HASI is not (cont…) Reasons for unsuitability include; – Support levels required different from what is availableHigher or Lower – Client unwilling to engage – Client does not understand common principles of community living 18 ??
