WHAT IS STOP- DWI?
SPECIAL TRAFFIC OPTIONS PROGRAM
ESTABLISHED BY NYS GOVERNMENT ON JULY 31, 1981
NOVEMBER 28, 1981 LAW BECOMES EFFECTIVE AND PROVIDES THE
RETURN OF FINE MONEY FOR DWI’S TO THE COUNTIES IN WHICH THEY
INCURRED……. PROVIDING…… THAT COUNTY ESTABLISHES A STOP DWI
PROGRAM
DECEMBER 1981…..ONEIDA COUNTY ESTABLISHES A STOP DWI
PROGRAM
Previous research has indicated that the most effective method of
combating drinking and driving is to use the general deterrence model. This
model gives priority to arresting those who drive while under the influence of
alcohol, swift adjudication of individual cases, certain and severe punishment
for those convicted and publicity for the arrest and prosecution efforts.
THE OC STOP DWI PROGRAM MUST SUBMIT AN ANNUAL PLAN TO THE
NYS DMV FOR APPROVAL…….
KEY COMPONENTS OF THE STOP
DWI PROGRAM INCLUDE:
LAW ENFORCEMENT: Special selective enforcement units that patrol at Peak hours in
high risk areas where alcohol-involved motor vehicle crashes occurred. (16 area
police agencies)
PROSECUTION: A Special prosecution unit in the OC District Attorney’s office
handles all DWI cases prosecuted in our County.
EVALUATION AND TREATMENT: The Oneida County Probation Department and local
Alcoholism and Substance Abuse providers evaluate and treat those who have been
convicted of DWI and related offenses and have a need for professional counseling .
VICTIM’S IMPACT PANEL (VIP): This aggressive sentencing initiative paints the real picture of
what DWI can do. Victims of Drunk Driving crashes speak directly to sentenced DWI offenders
in a court-like setting. Defendant’s attitudes and behavior are modified by showing the pain
that someone else’s choice to drink and drive has caused.
DETECTION AND ENFORCEMENT EQUIPMENT: The STOP DWI Program purchases radar,
breathalyzers, driver’s license validation viewers and field screening devices. These tools
serve to enhance the aggressive effort to keep intoxicated motorist off our roads and insuring
the safety of all who travel throughout Oneida County.
COMMUNITY AWARENESS AND EDUCATION: The STOP DWI Program conducts community
awareness and education presentations for all interested groups and organizations.

The DWI Program and its EDUCATIONAL PARTNERS visit 5 school districts

MOTIVATIONAL MEDIA ASSOCIATES; VIDEO PRESENTATION ON THE
DANGERS OF DESTRUCTIVE DECISIONS
THE INSIGHT HOUSE: DANGERS OF DRUGS, ALCOHOL AND TOBACCO
USE
NYSDOT ; WORK ZONE DRIVING SAFETY PROGRAM, FOCUSING ON THE
DANGERS OF TEXTING AND DRIVING….STUDENTS SIGN PLEDGE.
BOCES: ANTI BULLYING PROGRAM
NYS POLICE: ROLLOVER SIMULATOR
YWCA; TEEN DATING/SEXUAL VIOLENCE EDUCATIONAL PROGRAM
VOLUNTEER FIRE DEPARTMENTS: COORDINATION OF MOCK CRASHES
CENTER FOR FAMILY LIFE AND RECOVERY

10 LOCAL HS BASEBALL TEAMS PARTICIPATE ( MAY 1 AND 2 DELUTIS
FIELD)
EDUCATIONAL PARTNERS ARE ALL INVLOVED
4TH ANNUAL……….ALL HS IN OC HAVE PARTICIPATED AT LEAST ONCE
THIS GIVES US AN OPPORTUNITY TO NOT ONLY EDUCATE ATHLETES
BUT THEIR FAMILIES, FRIENDS AND THE ENTIRE COMMUNITY
THIS EDUCATIONAL PROGRAM IS HELD THE LAST WEEK OF APRIL
JUST BEFORE PROMS, BALLS AND GRADUATION
