deal with all types of hazards, at all phases of
disaster management.

coordinating the wide-ranging actions and

comprehensive and coordinated

LESSONS LEARNT
• Sense of “criticalness” must be shared by all
stakeholders
• Clear definition of problem and commitment to
the solution is conditional to collaboration
• Even when “criticalness” is established,
commitment to coordination is not assured
• Level of cooperation is influenced by proportion
of agency resources to be dedicated to the
efforts

• Important to a cooperation agenda is an
infrastructure for accommodating
commitment to an agreed agenda whilst
minimizing the need for adjustment in
agency structure, goals and operating
protocols
