Major Constraints
Poor Supply of Quality Planting Material:
which leads to low production & productivity.
Shortage of Quality Planting Material
Lack of irrigation Facility:
Only 35% area is under irrigation against national average of 42 % of total sowing area.
Lack of Post Harvest Management Practices:
40%) and ultimately resulting in reduction in net return.
Area, production and productivity has increased but there are considerable post harvest losses (25-
Lack of Storage Facilities:
farm level.
To store surplus produce at farm gate as well as off-
Unorganized Market:
Farmers are not getting premium price of their produce.
Absence of weather, disease & price forecasting facilities:
vulnerability in farmers position & increase in risk factor.
Leading in
Lack of exposure as-well-as orientation:
staff towards modern horticulture practices Of both farmers and departmental
Lack of extension personnel:
There is shortage of extension personnels in comparison to Agriculture department causing hindrance in technology transfer.
Lack of credit facilities:
Horticultural farmers are getting lesser loan in comparison to agriculture department, which is about 12.7 % only.
•
Major Interventions
Supply of Planting Material:
Establishment of Big Vegetable Plug type seedling production unit at Bilaspur & 5- Mini plug type vegetable seedling production units at Dhamtari, Jagdalpur, Kabirdham, Rajnandgaon & Kanker are under progress.
• •
Protected Cultivation:
1636791 Ha. Area till date has been brought under protected cultivation. Whereas, 14903.20 ha. area has been covered under plastic Mulching.
Organic Farming:
13075 Ha. area till date have been covered under organic farming activities, against which 3116.90 Ha area has been C-3 whereas, 992.242 Ha. C-2 certified .
•
Development of new institutions for production, processing and marketing of products:
In 2013 14, 412 FIG’s and 5 FPO’s (2- Raipur, 2- Dhamtari & 1- Bilaspur) are made with inclusion of 6063 farmers under VIPUA scheme.
•
Development of cold chain network across the state:
13 Cold storages of 5000 MT capacity each have been established across the state under SHM.
Contd …
•
Market Infrastructure Establishment:
Till now 8 retail outlets for horticultural crops have been established under SHM & Prefeasibility study for establishment of
Terminal Market Complex
has been done.
Infrastructure Development
•
Establishment of Center of Excellence:
To Exhibit & demonstrate latest horticulture technologies to farmers & to provide quality planting material for horticultural crops.
•
Establishment of State Level Demonstration-Cum-Training Center:
In order to impart various training programs as well as demonstrations of different horticulture practices to farmers to improve technical knowhow.
•
Establishment of Model Floriculture Centre:
technologies & practices to the farmers.
To demonstrate floriculture
•
Roadmap from 2015-16 to 2017-18 for Development of Horticulture
To increase total horticulture area to 8.20 lakh ha. approx. (17.19% of its net sown area)in next three years i.e. 2017-18.

•
At present 100 cold storages of 5000 MT capacity have been established & 20 more would be added by 2017-18.
• •
To Ensure Availability of Quality Planting material:
and strengthening of 40 old nurseries Establishment of 20 new Establishment of Big Plug type vegetable seedling production unit at Bemetara & Mini Plug type vegetable seedling production unit in each district for quality seedling production.
•
Protected Cultivation:
To bring more area under to fulfill the demand of vegetables in urban areas throughout the year.
To Double the Irrigated Area Under horticultural crops:
By taking more area under Micro-irrigation & water harvest management in coming 3 year.
• • •
Promotion of Effective Post harvest Management:
By creating pack Houses, cold storages, low energy cool chambers, ripening chambers etc. at farm-gate & off farm level to Reduce / minimize post harvest losses.
Introduction of new crops:
Like tree spices , Tea, Coffee, Black Pepper, Cocoa and Pineapple at Bastar and Northern Hills & to bring 3000 Ha. area under these crops.
To Avail Soil testing facilities with Soil Health Card:
So as the farmers can know about the health of their soil and can incorporate the nutrients according to the crop taken.
• • •
Establishment of Leaf Tissue Analysis Lab:
To identify the status of micro nutrients in the plant to know the nutritional status of the crop.
Development of market chain:
At present there are 2 whole sale markets at Tifra, Bilaspur & Tulsi, Raipur. 3 more are proposed to be established by 2017 18.
Establishment of crop wise FPOs:
At least two in each district to promote and strengthen member-based institutions of farmers.
•
Market Infrastructure:
Establishment of Terminal Market Complex for sorting, grading, packaging, processing and marketing of Horticulture Crops.
Development of market infrastructure through target consumer identification & market segmentation. This approach divides broad markets, consisting of customers possessing different characteristics, into smaller market segments.
• •
Development of new institutions:
of For production, processing and marketing products like- Grower's Association or Farmer's Cooperative / Society, Common Enterprise Groups and strengthening the old ones like existing SHGs / WUAs / Micro Credit Groups.
To develop Management Information System (MIS):
At the point of production to marketing using Geographic Information System (GIS) to facilitate effective decision making both at the Mission Management and Farm Level.
Major Issues
•
Expansion of Coverage of NHM:
5 Districts- Dantewada, Bijapur, Narayanpur, Kanker and Sukma are highly naxal affected & tribal populated with great horticulture potential & other 3 districts- Dhamtari, Mahasamund and Janjgir champa have great horticulture potential & good irrigation facilities so these 8 districts are required to be included under NHM.
•
Higher assistance:
Is required for small & marginal farmer under PHM and Protected cultivation as, per unit cost is higher.
•
Support of Tea and Coffee Development Board:
possibilities in Jashpur & Bastar region looking to the production •
Support from Spice Development Board:
Keeping in view the high production of spices and tree spices in Northern and Southern parts of Chhattisgarh
Contd..
•
Support from Cashew and Cocoa Development Board:
great production potential, value addition & processing.
Required in the view of •
Support of Coconut Development Board:
As Bastar region has great potential & suitable climate for coconut cultivation & need to be strengthen.
•
Establishment of Horticulture Research
horticulture technology & practices.
Institute:
To promote latest •
Support from SFAC:
For handholding, making & handling FIGs, crop-wise FPOs in each districts & establishment of a Mandi for better marketing opportunities to small farmers.
•
Incentives to the farmers for organic production:
organic cultivation.
To attract more farmers under
