The Danube Strategy

New initiative of DG REGIO

Macro-regional strategy for the Danube region prepared by the European
Commission and approved by European Council in June 2011

Implementation of integrated approach towards the specific needs of the Danube
Region countries

Eight EU members, six non-EU members involved:

Germany, Austria, Slovakia, Czech Republic, Hungary, Slovenia, Croatia, Serbia,
Bosnia & Herzegovina, Montenegro, Romania, Bulgaria, Moldova, Ukraine

Action Plan – four pillars (goals) – core of the Strategy:

Building Prosperity in the Danube Region

Strengthening the Danube Region

The Danube Strategy
 Connecting the Danube Region (Pillar A)
 Focused on transport, energy and culture/ tourism issues
 To improve connectivity within the Danube Region and with the rest of Europe, in
terms of infrastructures, systems and people
 3 priority areas of improvement through the Strategy:
 To improve mobility and multimodality
 To encourage more sustainable energy
 To promote culture and tourism, people to people contacts
 Actions to meet the objectives of the respective areas
 Supports the Europe 2020 Strategy priorities from the energy point of view:
 Smart growth - better transport and energy infrastructures are conditions for
innovation
 Sustainable growth - supports reduction of energy consumption, increase of
renewable energy to make it more environmentally friendly and efficient
 Inclusive growth - energy can be made more secure and affordable
 Decisive factor – integrated (bottom-up) approach, starting from below (regions 
Europe)

The Danube Strategy
 Regional cooperation – implementing global energy priorities of the EU –
energy security, efficiency incl. nuclear issues, smart cities, building energy
market
 Czech Republic and Hungary – coordination of the Energy priority area
 Each state of the Region should contribute according to its needs and real
possibilities
 Important role of cooperation among regions, municipalities and other
stakeholders (NGO‘s, private business etc.)
 In accordance with 3 No‘s principle, the region must learn to use existing
financial, institutional and legislative instruments and programs better and
more efficiently (7EWP, SEE, CEE programs, cohesion funds etc.)

 Reinforcement of cooperation in Danube region
Agreed targets:
1. Achievement of national targets based on Europe 2020 energy
targets
2. Remove existing bottlenecks in energy transport in countries of
the EU Strategy for the Danube Region in order to allow reverse
flow of gas by 2015
3. Strengthen cooperation of the Energy Community countries with
international financial institutions to upgrade the EC countries’
energy infrastructure and energy markets by 2015

 Europe 2020: A strategy for smart, sustainable and
inclusive growth
 Response to the economic and financial crisis
 Launched in March 2010
 Three main priorities:
 Smart growth: developing an economy based on knowledge and innovation
 Sustainable growth: promoting a more resource efficient, greener and more
competitive economy
 Inclusive growth: fostering a high-employment economy delivering social and
territorial cohesion
 Headline targets in energy:
 Reduce greenhouse gas emissions by at least 20 % compared to 1990
levels or by 30 %, if the conditions are right
 Increase the share of renewable energy sources in our final energy
consumption to 20 %
 20 % increase in energy efficiency

Energy 2020: A strategy for competitive, sustainable and secure
energy



Released in November 2010
Purpose: harmonizing energy priorities of the EU with European
climate and energy targets until 2020
Five strategic priorities:
 Achieving an energy efficient Europe
 Building a truly pan-European integrated energy market by 2014
 Empowering consumers and achieving the highest level of safety and
security
 Extending Europe's leadership in energy technology and innovation
(SET Plan)
 Strengthening the external dimension of the EU energy market
(cooperation with Energy Community, Eastern Partnership)

Energy Roadmap
 Energy Roadmap 2050
 Presented by the European Commission in October 2011
 Will follow the Roadmap for a Low-Carbon Economy by 2050, which will
focus on reductions in greenhouse gas emissions across the EU economy,
in the context of the European Council's target of an 80-95% reduction in
EU greenhouse gas emissions below 1990 levels by 2050
 In energy sector – 93-99% CO2 reduction
 Aimed at presenting different pathways to reach the objectives in the sector
 It will address the established objectives of EU energy policy –
sustainability, energy security and competitiveness, and focus on how
energy security and competitiveness can be improved throughout the
transition to a low-carbon energy system

Czech Republic and EUSDR
 Czech Republic lies in the Central European region. As for
energy, it has logical ties to this region in terms of market
integration and infrastructure
 In June 2011 the Danube strategy was declared , the
preparation was during he HU PRES (belonged to its
priorities), the meetings - kick-off meeting (June), Steering
Group meeting (October)
 Regarding the political support, CR seeks for the NorthSouth Interconnection project as a priority, which will
increase security of supplies to the CR and possibly their
diversification, as well as for other projects such as
GAZELLE gas interconnection

 to coordinate the long-term energy policies as well as the national
investment strategies (power plants, grids, pipelines, interconnectors, etc.),
taking into account where appropriate the Strategic Environmental Impact
Assessments
 Energy markets:
 to establish an integrated and well functioning market for energy
 to ensure security of supply, to balance supply and demand more
effectively
 to realize investments into infrastructure
 Energy efficiency and renewable energy
 To support the use of renewable energies in the states of the Danube Region
 Potential to increase security of supply by reducing energy needs and
increasing the share of energy produced
 nuclear energy - respect for the high levels of safety established
