Intensifying global competition, the economic crisis, demographic
developments, technological progress, climate change, energy
costs, and shift in work patterns, are having a dramatic impact on
competitiveness and employment in the chemical sector.
After 10 years of existence and ever faithful to its tradition of
sectoral social responsibility, the SSDC for the European Chemical
Industry feel that the time has come to meet these challenges by
stepping up its commitment to social dialogue.

Further to various Joint initiatives, industriAII Europe and ECEG have
considered how best to achieve ever more concrete results in their SSDC. This
Joint reflection lead us to conclude that the call for proposal VP/0214/Ö01, in
particular in relation to the Commission Communication "Strengthening the
social Dimension of the Economic and Monetary Union", provided the best
possible framework for it.
Indeed, the new criteria aiming at "implementing the work programme of
European social dialogue committees, as well as measures to fester the
implementation of European social dialogue outcomes, reinforce the impact of
visibility, is precisely the sort of tool we needed to pursue our Joint activities.

The action will be built around the :
1) Evaluation &follow-up of our "European Framework Agreement on
Competence Profiles ...". A Joint evaluation of the implementation / impact of
the agreement will be carried out to help social partners
assessing the need to move further in this direction. Should the result of this
assessment be positive, the social partners will jointly explore ways to improve
on the agreement by devising concrete targets and
timelines for its implementation for example.
2) Assessment of 10 years of SSDC in the European Chemical Industry
&devising jointly a framework of actions (roadmap) for the period 2015-2020,
on a series of issues to be determined in the first phase
(including measurable targets, implementation, monitoring &follow up
phases).

Main objectives:
1.
to assess, discuss and/or negotiate and implement the follow up to the
"European Framework Agreement on Competence Profiles“
2. to assess 10 years of social dialogue, discuss and/or negotiate and
implement a framework of actions that we plan to call "Social Partners
Roadmap".
We aim at the end of this action to have improved on one already existing
agreement, to be half way through the implementation of the proposed
Framework of Actions/Roadmap 2015-2020, and to have further strengthened
our European social partnership and hopefully some national partnerships or
social dialogue as a minimum.

Main objectives:
The project will allow a more concrete, tangible contribution from the chemical
sector to strengthening the social dimension of the Economic and Monetary
Union. Through this action the social partners will additionally implement part
of the work programme of the SSDC for the chemical industry for an
experimental period of 3 years. These issues being constant priorities in our
sector.

Specific objectives:
It is expected that the European Chemical Industry Social Partners Roadmap
2015-2020 will take the form of a Framework of Actions. ECEG and industriAII
Europe have already reflected on several topics/specific objectives (to be
further developed & confirmed) that they would like to work ön together:
• Training, education and lifelong learning, including next phase of
"Framework Agreement on Competence Profiles" (with possible links to
Sector Skills Council)
• Youth employment, mobility, transfer of knowledge, aging workforce
• Competitiveness, R&D, innovation, industrial change, role of
pharmaceutical industry

Ten years of social dialogue have given us a clear idea of where we can go
together. In this respect, project VS/2010/0699, was a good experience and we
intend to use the same methodology and build upon in order to reach an
agreement or possibly two under this particular call. Once the topics / specific
objectives are identified, we will therefore discuss together how to achieve
them and in what time frame. Negotiations may even be necessary at the level
of the project steering group, which will make recommendations to the
respective decision bodies of the social partners for decision. The secretariats
of ECEG and industriAII Europe will serve as " Liaison Group". Information and
consultation of the decision bodies will be a permanent feature of the project
to ensure füll transparency and democracy in this Joint process. As shown
in the detailed work plan, monitoring, follow-up, evaluation and correction
mechanisms will be devised jointly in order to Channel results in the expected
direction.
