PSNS: Govt will draft a Cyber Security White
Paper to cover a broad range of areas
including consumer protection, cyber safety,
cyber crime, cyber security and cyber defence.
Consultations will begin in H2 with a report to
be published in the H1 of 2012.
The white paper will augment other
initiatives such as the Cyber Security
Operations Center and the govt's
existing 2009 Cyber Security Safety
Strategy.
Med impact: Safety agencies, web security
providers and e-commerce community
supportive of this project.
This is one that is unlikely to be moved
significantly, however if addressed
effectively, the impact could be substantial
as there continues to be much media
noise about security.
Gov, IP: The Copyright (Amendment) Bill 2011
was introduced for 1st and 2nd readings at the
the Legislative Council.
Major proposals under the bill include
statutory “safe harbour” for ISPs to
limit liability for copyright
infringement, provided they meet
certain conditions, including taking
steps to limit copyright infringement
when notified.
Med to high impact: The outcome of the
bill will affect ISPs, rights holders and HK’s
overall position as a regional Internet hub.
Gov, Finance, Edu: Expansion of broadband
Internet is one of the projects under the
IND4,000 trillion (USD470 billion) Master Plan
on Acceleration and Expansion of Indonesian
Economic Development (MP3EI) 2011-2025.
Other sectors will leverage off the program.
The master plan foresees per-capita
income reaching USD16,000 in 2025
from USD3,000 in 2010, and GDP
reaching USD4.5Tr in 2025 from
USD700B in 2010.
Med to high impact: Vendors, suppliers
expected to be supportive of this initiative.
Issue would be transparency regarding
selection of govt partners for the project.

PSNS: A new dept is being established
under the MIC to oversee implementation
of Malaysian Personal Data Protection Act
scheduled to be enforced in 2012.
In June, 198 websites including 51 govt websites
were hacked by unknown users highlighting the
need for the govt to strengthen cyber security.

PSNS, Gov: New govt strategy has 3
priorities: (i) Partnership b/w gov, industry
& NGOs to increase awareness and online
security, (ii) establishment of National
Cyber Security Center, and (iii) review of
response and planning for cyber incidents
NZ businesses rate cyber attacks as a more
significant source of risk to their operations than
terrorism or natural disasters.

Gov, Finance: KCC is mulling plans to
require smartphone vendors to include
NFC capability for all smartphones that
will go on sale in Korea.
KCC announced plan to foster local NFC and
M2M industries and be world leader by 2015.
KCC aims to raise share of mobile payment up to
60% by 2015.
