Cyber insecurity and attacks remain a concern for biz – preventing broader uptake of cloud computing and related services. Bill provides rights holders legal certainty and protection in digital environment. Procurement opps in the short run. Improved ICT infrastructure expected to accelerate natl devt and even adoption of related tech such as cloud computing. PS SEGMENT STATUS* FOCUS CONTEXT & COMPETE CONTEXT COMPETE* 1 Edu, Health, Gov: The strategy focuses on 8 key areas including (i) households, (ii) businesses, (iii) the environment, (iv) health & aged care, (v) education, (vi) teleworking, (vii) govt service & delivery, and (viii) digital engagement in regl areas By 2020 Aus aims to be ranked in top 5 OECD countries for BB connections to the home and for the number of businesses using online opps. Med to high impact: ISPs, vendors, service providers and other players in the digital economy will take part in key areas outlined in strategy paper. 2 PSNS: Govt will draft a Cyber Security White Paper to cover a broad range of areas including consumer protection, cyber safety, cyber crime, cyber security and cyber defence. Consultations will begin in H2 with a report to be published in the H1 of 2012. The white paper will augment other initiatives such as the Cyber Security Operations Center and the govt's existing 2009 Cyber Security Safety Strategy. Med impact: Safety agencies, web security providers and e-commerce community supportive of this project. This is one that is unlikely to be moved significantly, however if addressed effectively, the impact could be substantial as there continues to be much media noise about security. Gov, IP: The Copyright (Amendment) Bill 2011 was introduced for 1st and 2nd readings at the the Legislative Council. Major proposals under the bill include statutory “safe harbour” for ISPs to limit liability for copyright infringement, provided they meet certain conditions, including taking steps to limit copyright infringement when notified. Med to high impact: The outcome of the bill will affect ISPs, rights holders and HK’s overall position as a regional Internet hub. Gov, Finance, Edu: Expansion of broadband Internet is one of the projects under the IND4,000 trillion (USD470 billion) Master Plan on Acceleration and Expansion of Indonesian Economic Development (MP3EI) 2011-2025. Other sectors will leverage off the program. The master plan foresees per-capita income reaching USD16,000 in 2025 from USD3,000 in 2010, and GDP reaching USD4.5Tr in 2025 from USD700B in 2010. Med to high impact: Vendors, suppliers expected to be supportive of this initiative. In June, 198 websites including 51 govt websites were hacked by unknown users highlighting the need for the govt to strengthen cyber security. Med impact: Safety agencies and 3rd party websites that collect personal info will have stake in final scope granted to the soonto-be-established dept. PSNS, Gov: New govt strategy has 3 priorities: (i) Partnership b/w gov, industry & NGOs to increase awareness and online security, (ii) establishment of National Cyber Security Center, and (iii) review of response and planning for cyber incidents NZ businesses rate cyber attacks as a more significant source of risk to their operations than terrorism or natural disasters. High Impact: ICT ministry leading the initiative with support from the Privacy Comm, InternetNZ, NetSafe and other consumer groups. Gov, Finance: KCC is mulling plans to require smartphone vendors to include NFC capability for all smartphones that will go on sale in Korea. KCC announced plan to foster local NFC and M2M industries and be world leader by 2015. KCC aims to raise share of mobile payment up to 60% by 2015. Med impact: New payment options require re-thinking of current biz models that rely on traditional mode of payment. Merchants, finance sector, consumers , manufacturers all affected by this initiative. Edu, Gov: The PDS identifies 4 strategic thrusts: (i) transparent govt & efficient services delivery, (ii) universal Internet opps, (iii) universal digital literacy, and (iv) biz innovation for natl development Strategy presents vision for ICT improving Phil. competitiveness by 2016. Low-Med impact: ISPs, SMEs, local ICT assoc and policy community supportive of strategy Gov: NTC drafting circular on IP peering that would require ISPs to interconnect to bring down cost of Internet access. Only 3% of Internet traffic is directly transmitted within the country while 97% is re-routed outside PH, making the service more expensive and less reliable. The next generation eGov will be cloud-based, multi-agency and multiplatform for the first time engaging all aspects of gov and ICTs High impact: will attract all major vendors and local apps developers offering significant business opps and partnering opps Improved connectivity and access can strengthen biz case for cloud computing at domestic level. Gov: 5 state enterprises have inked an MoU to develop broadband fibre optic tech to reach up to 80% of Thai population. MoU allows firms to share knowledge on fibre optic tech. A study will also be carried out to determine limitations in providing fibre Internet to community and the feasibility of dividing service areas among 5 entities. Med impact: The 5 state firms are TOT, CAT Telecom, Electricity Generating Authority, Metropolitan Electricity Authority and Provincial Electricity Authority Drafting the laws offers Internet companies the opp to influence the future reg regime and to set in motion the widespread adoption of security apps Gov: Priority is being given to the need to draw up laws governing cyber security which will be an uphill struggle to educate all gov agencies and find the staff skills required Cyber security is reaching new levels of importance, not least because of cyber attacks on state websites related to the regional dispute with China. A new legal document 1790/BTTTT-VNCERT has been approved by MIC to enhance electronic security nationally High impact: Cyber security laws increasingly cover key develoment areas, from next-gen technologies and software, to training, capacity building and implementation.
