1) To Create a Critical Mass
A critical mass equivalent to a penetration rate of 5%

CURRENT ATTACK PLAN
1. 1 Million free “Give Away” netbooks
2. Get operators to commit on coverage roll out and target
subscriptions (by state)
3. State government to facilitate on the approval for site acquisition
4. Dedicated Broadband Promotion and Awareness Group to do
intensive promotion on the ground
5. Weekly meeting to track progress on all initiatives
