The following presentation is a high level outline of the Metrogas project executables,
technical data and proposed system architectural layout.
Installing Controlwave Micro RTU’s at each distribution station.
The proposed RTU's have an optional 10/100 Mb Ethernet I/P port and have the ability to
Calculate flow rates, hourly and daily volumes and it can easily handle all other associate
computation tasks required to provide RTM measurement data transfer. Control Wave Designer
programming software supports all five IEC 61131-3 programming languages and is enhanced
with a powerful library of ACCOL III process control function blocks allowing the use of a single
controller for logic, process control functions, measurement, calculations and data storage.
Engineers can also develop their own reusable function blocks, further reducing engineering time
and cost. These capabilities are further enhanced with time stamped alarming and historical
archive storage within the PLC/RTU itself to provide maximum data integrity.
The following presentation flow diagrams demonstrate the architectural proposed layout
and System functionality.
The Control Wave Micro offers exceptional flexible communication capability with up to
Eleven Programmable serial ports.
Optional built-in spread spectrum radios and worldwide dial-line modems offer
convenient integration and communication choice flexibility.
The solution presented for communication would be to use CDMA cellular wireless
service in the area if it is available and a TCP/IP connection instead of a typical serial
connection to utilize maximum data transfer speeds.
Collected Station Information Data Transfer Archiving
The data collected by the Harvester Utility is stored in files at the PC workstation. These
files can be converted to a variety of formats using the Open BSI Data File Conversion
Utility, making them accessible to other programs. This information can then be utilized
throughout the organization in the required program format required for the areas of
operation.

System Protocol and Data Collection
The protocol from Field to Office will be Bristol BSAP. This enables easy data transfer of
Lists, Arrays, Archives and Audit trails that can be archived, printed and used by both daily
pipeline operations for system surveillance and nomination purposes and data accounting
personnel for custody transfer billing.
Operations field technicians will also be able to use the same software (Netview and
Dataview) to communicate locally to the RTU’s for on-site troubleshooting and archiving of
station volumes alarms etc.
Data Retrieval Field device to Control Center or Office
The data would be polled from a central location using Bristol’s Data Harvester Utility
located on a designated desktop computer.
The data would then be Converted to SAP usable data by using Bristol’s Conversion Utility.
This utility can be used to format data into CSV (Excel) or ODBC (Access). This utility would
also be installed on the designated desktop computer.
Extra Ports in Control wave for “REMOTE ACCESS” could also be programmed to allow
remote access for trouble shooting if the communication system will allow for it.
Data Collection
Data can be collected at scheduled intervals (e.g. hourly) or at a specified set of up to ten
times during the day, or based on a pre-defined collection scheme which takes into account
various factors affecting communications such as time scan length. The ten specified times
are an exception to the RTM hourly data register poll using Data Harvester

Software Requirements and Deliverables
The Following Software will be required for the system to be fully integrated and have
the capability to be polled or scanned station by station at a pre-configured time
schedule. This software will also be required to change the data information stream transfer
programmable language into a SAP friendly program to reduce the need for manual data entry that
will reduce the human risk data entry error.
This standard industry software will be customized to fit the current Metrogas system requirements
as well as allow for future upgrades and developments.

OpenBSI Utility Packages
Three basic OpenBSI Utilities packages are available to offer the
optimum functionality to technicians, engineers and operators:
BSI Config - Designed for technician set-up and configuration of all Bristol
RTU,PLC, Flow Computer, controller and 3808 transmitter products. It provides
local connection to the device to be configured and supports:
Localview/Netview for local connection to Bristol products
Set-up and configuration of ControlWave, 33XX, 3530 TeleProducts and 3808 MVT
transmitters
TeleProducts web pages & ActiveX controls
Firmware flash-download of all flash-based products
Hardware diagnostics
Supports BSAP and IP networks
OpenBSI Local Edition - Designed for technicians and engineers. Includes all of
the set-up features of BSI Config and provides additional functionality for a higher
level interface. Additional utilities include:

This window pane can display either a list of the active nodes
(controllers for which collections are occurring right now) or a list of
nodes which are in Maintenance Mode, or a list of nodes which are
experiencing communication problems, or any current Harvester
debugging messages. You can select which items are displayed either
from icons in the tool bar or from the menu bar selection.

Project Summary, Roles and Responsibilities

The proposed Metrogas measurement system upgrade, is a system that all components have
been used and proven in the context that they have been presented during this presentation.
The time frame required for full completion of this proposed upgrade including the following action
items.
Procurement of all equipment not including any electrical or civil works that must be done at the
stations or Control Center to allow for the installation of new equipment.
Installation, commissioning ( We propose FAT and SAT testing would be completed at the same
time onsite to reduce man hours required to perform the same testing sequences and would
include vendor personnel)
Working with the Client Representatives a complete roles and responsibility flow chart will be
constructed including a complete scope of work document before the actual work commences.
This would include all company related HS&E and O&M policies and procedures to ensure a safe
and productive work environment.
Working with the Client Representatives a priority list of stations would be generated and used as
the working guide.
Working with the Client Representatives a training program will be centered around Metrogas
technical personnel onsite assisting with installation, programming commissioning and testing.
(This will be a intergraded hands on training program)
A completed Client approved training program will be completed after the system is online and
fully operational. The extended Training program will be considered part of the project scope and
be included in the actual project costs and be delivered by qualified personnel.
