REP Program Background
 REP Program was established as a result of the
1979 accident at Three Mile Island (TMI)
 FEMA was given responsibility for “off-site” radiological
emergency preparedness to protect citizens living around
commercial nuclear power plants
 NRC remains responsible for on-site activities
 Under Public Law 96-295, licensing of commercial
nuclear power plants requires “reasonable
assurance” that off-site preparedness efforts are
adequate

What is the REP Program Manual?
 Consolidated source that provides policy and
guidance for REP employee’s, licensee’s, State,
local, and tribal preparedness personnel
 Amplifies planning standards and evaluation criteria
in regulatory guidelines:
 Joint NRC/FEMA document NUREG-0654/FEMA REP-1
 FEMA regulations 44 CFR part 350
 Aligns FEMA offsite activities with NRC regulations
in 10 CFR part 50

 Current version (Interim since 2002) is incomplete, and
inconsistent with contemporary preparedness policies
 Incorporates 30 years of ‘piecemeal’ policy/guidance into
single reference source (retires significant number of

NRF, NEP
