REP Program Background
REP Program was established as a result of the
1979 accident at Three Mile Island (TMI)
FEMA was given responsibility for “off-site” radiological
emergency preparedness to protect citizens living around
commercial nuclear power plants
NRC remains responsible for on-site activities
Under Public Law 96-295, licensing of commercial
nuclear power plants requires “reasonable
assurance” that off-site preparedness efforts are
adequate

Consolidated source that provides policy and
guidance for REP employee’s, licensee’s, State,
local, and tribal preparedness personnel
Amplifies planning standards and evaluation criteria
in regulatory guidelines:
Joint NRC/FEMA document NUREG-0654/FEMA REP-1
FEMA regulations 44 CFR part 350
Aligns FEMA offsite activities with NRC regulations
in 10 CFR part 50

Current version (Interim since 2002) is incomplete, and
inconsistent with contemporary preparedness policies
