– More than 100 speakers

• Areas of interest for IEMA:

FEMA Government Affairs/Policy/Programs
Grants
• FEMA looking at issuing multi-year grant guidance and implementing a competitive, consolidated
National Preparedness Grant Program (NPGP), which excludes EMPG and Fire grants
– NPGP to focus on development and sustainment of core capabilities in the National
Preparedness Goal
– Proposals from State and high threat urban areas placed in competitive pool, judged on local
and nationally deployable resources that increase core capabilities for the region
•
Concerns about the NPGP impact on mitigation; Pre-disaster Mitigation Grants were zeroed out in
the Presidents Budget
– Cited as a duplication of other FEMA grant programs, including the Hazard Mitigation Grant
Program
•
EMPG remains stable at $350 million.
– Extensions on grants will be limited, so a timely drawdown of funds is necessary.

National Flood Insurance Program (NFIP)
• Changes to the NFIP per the Biggert-Waters Flood Insurance Reform Act of 2012.
– Subsidized rates for the multiple classes of structures phased out; first effect is phase-in
of actuarial rates for non-primary residences starting in January 2013
– Rates can increase by 25% per year until actuarial rates are achieved
– The U.S. Government Accountability Office (GAO) looking into privatization of flood
insurance.
– Association of State Flood Plain Managers (ASFPM) Summary of Biggert-Waters Flood
Insurance Reform Act of 2012 available upon request

Pacific Northwest Disaster Resilient University Summit : January 29, 2013

Offered by the emergency management programs of the University of Alaska, University of Oregon, and
University of Washington.
•
Opportunity for institutions of higher education to come together to network and discuss emergency
management issues facing campuses in the region
•
Idaho universities in attendance
Emergency Management Accreditation Program (EMAP):Emergency Management Standard
• Voluntary review process for State/local emergency management programs; accreditation means a program
meets the national EMAP standard
• Scalable to any sized jurisdiction allowing for the largest of states to the smallest of towns the ability to
achieve accreditation.
• Cited benefits to achieving EMAP standard:
– Heightened marketing efforts
– Justification for budget needs
– Development of long term strategy that sets priorities.
– Improvement in specific programs/areas such as: planning, mitigation, disaster logistics , resource
management, COOP/COG, Corrective Action Procedure, Emergency Operations Plan (EOP) maintenance

Focus: Experiencing Private - Public Partnerships
•
Largest regional emergency preparedness conference in the Pacific Northwest; annually hosts nearly 700
people representing business, schools, government, the nonprofit sector, emergency management
professionals, and volunteer organizations
Virtual USA
•
GIS-enabled, Federally supported platform focused on cross-jurisdictional information sharing and
collaboration across the emergency management community.
•
Intended to enable quicker access to critical incident information, improved situational awareness,
location and operational status of critical facilities, weather conditions, evacuation routes, etc
•
Integrates existing processes, allowing users to share information, regardless of the technology currently
in use
•
Oregon is implementing Virtual USA as a web based exercise format in all its counties
Damage Assessment Mobile Application
•
Pierce County, WA discussed their damage assessment mobile application, available to all agencies in the
State of Washington.
•
The application allows emergency responders to take pictures of damaged property and upload into
WebEOC
•
Provides real-time information to EOC, offering a faster and more effective way to assess damage
