Increase recruitment and retention of professionals in all settings, and master and doctoral CSD students, using strategies to include financial aid, loan forgiveness, salary supplements, workload models, and research funding opportunities. 2. Support increased IDEA and ESEA funding for services, equipment and professional development related to students with speech, language, and hearing needs. Increasing Recruitment and Retention of Professionals in All Settings • PL 110-315, 2008: Authorized creation of program, but provided no funding for college loan forgiveness for eligible SLPs and Audiologists providing services in schools enrolling a high proportion of students living in poverty. • H.R. 209, introduced 2009: Provides for loan forgiveness to SLPs completing 5 consecutive years of service in schools whose enrollment of disadvantaged students exceeds 30%. ASHA supports this bill. Advocate Now! Increasing Recruitment and Retention of Professionals in All Settings Supporting student and faculty research careers through ASHA award programs: • ASHA research mentoring programs. • American Speech Language Hearing Foundation hosts six research grants, five graduate student scholarships. www.ashfoundation.org Support the Professions with Your Donation! ASHA’s 2010 Public Policy Agenda Additional Highest Priority Items 3. Promote improved public and private coverage policies and reimbursement rates for audiologists and SLPs across the age span, including prevention, diagnostics, habilitation, and rehabilitative treatment services and equipment. 4. Promote direct patient access and a comprehensive Medicare audiologic reimbursement benefit. Increasing Recruitment and Retention of Professionals in All Settings Salary Supplements and Workload Models Speech-Language Pathologists experience success in advocating with local school districts to improve salaries, benefits, and workloads www.asha.org/slp/schools/salaries/talkpoints.htm Support IDEA and ESEA Funding for Students with Speech, Language, and Hearing Needs Individuals with Disabilities Education Act (IDEA) Provides for free, public education for children with disabilities. Part B= ages 3-21 Part C= ages birth-2 Support IDEA and ESEA Funding • American Recovery and Reinvestment Act of 2009: Provided additional funding to the Elementary and Secondary Education Act (ESEA) and Parts B&C of the IDEA. Half of funds released in 2009, half released in July of 2010. Intended to stabilize school districts by mitigating the reduction in local revenues and state support to schools caused by the recession. Support IDEA and ESEA Funding • H.R. 3578 and S. 1652. Support IDEA and ESEA Funding • Include Speech-Language Pathologists in the LEARN Act: New federal comprehensive literacy legislation introduced this year. Affects literacy provisions in the ESEA. Currently does not reflect the integral role that SLPs play in improving language and literacy skills in children. ASHA Supports SLPs in LEARN. Advocate Now!
