the Region of Valencia in 2005.

 An average of 71’3% of consumed water was
recycled  Agriculture, gardening, city cleaning...
 Increase of 76% in treated water in 10 years
1995  206 sewage farms, 285 Hm3 treated.
2005  409 plants, more than 500 Hm3.
 88% out of 500.000 Tons of sewage sludge were
re-used in 2005.

Convergence towards the competitiveness objective:
 Before 2007, the Valencian Region was included in the former Objective 1.
 After January 2000 our Region was included in the Competitiveness and
Employment Objective (formerly Obj. 2)
 The Valencian Region created in 2003 the Fundación Comunidad
Valenciana - Región Europea to tackle this transition:
• Broker of partnerships and spreading results of projects at European level.
• Activating main economic areas of our Region.

 The Fundación Comunidad Valenciana – Región Europea, created in November
2003, is a non-profit organization, based at the Valencian Regional Office in Brussels.
The Foundation bases its work on the strategic tool Public Private Partnership.

 The Foundation was created in order to help civil society in the transitional
participation
on
European
funding
as
the
Valencian
Region
entered
Competitiveness Objective in 2007.
 This entity facilitates the participation of Valencian civil society, industrial groups,
chambers of commerce, financial institutions, local development agencies, educational
organizations (research and development institutions), and other stakeholders in
European policies and projects.

The engagement of the FCVRE at local and regional level is to
promote the relations between municipalities and provinces
with other European regions
•
Objetive: promote the participation of municipalities at transnational
cooperation, participation in European projects, agreements in technological
and innovation transfer between municipalities, as well as signature of
agreements in technical assistance or regional networks.
•
Local and regional governments can participate in the new strategic
objectives of the EU.
•
The local and regional governments can be an example of exchange of
innovation - directly in municipal structures and improving the services for
citizens.

Conference Europe Innova (Nov 2006): Valencia capital
of INNOVATION
 After the positive experience of Valencia Innova (2003),
Valencia applies, among 27 candidates, to host the
Europe Innova Conference.
 MOMENTUM: It takes place one month before the
Valencian region phases-out of Objective 1.
 RE-INNOVATING EUROPE: Challenges for industrial
clusters and entrepreneurial enterprises.
 Participation of more than 700 stakeholders in the field
of entrepreneurial innovations.
 The region was selected by the European Commission for its strong compromise with
innovation as a tool for competitiveness and growth, in line with the Lisbon objectives.

Ruisnet Project: 2nd Prize - AER European
Innovation Award 2007
• November 2007, Udine (Italy): EC Commission President, José Durao Barroso,
awarded the Valencian Region the 2nd Prize for most innovative European region.
• Ruisnet project was awarded because it
helped to promote best practices, support SMEs
and demonstrated how regions contribute to
economic prosperity.

 In 1999, the first policy on PPP was approved to develop innovation projects on the
framework of the urban management by means of the research of new technologies

 The Valencian Government has identified PPP as a priority and collaborates with the
Foundation on the expenses: location, infrastructure…
 12% of operational expenses are financed by the Valencian Government

REGIONAL FRAMEWORK OPERATION
PROJECT PERSPECTIVE 2007-2013
Perspective 2007-2013 is a cooperation project of the regions of
Comunidad Valenciana, Saxony-Anhalt, Région Centre and North Great
Plain within the framework of the Community initiative INTERREG III C
Regional Framework Operation (RFO).
Performance areas :
The project will study the five different sectors that the partners have
identified as top priorities:
1.
Regional competitiveness and innovation in the automotive industry;
2.
Human resources and training in tourism;
3.
Regional marketing as a way to attract investments;
4.
Renewable energy
5.
Waste management.

An alternative for agro industrial wastes
PROJECT: Sustainable production and by-products
management in the fruit juice industry
The aim: sustainable processing in the orange juice industry by the treatment of its
wastes (peels, intercarpelar membranes, non-useful pulp, etc…).
Goals:
– Development of clean energies from orange pulp
and peel
– Reduction of CO2 Emissions
– To create a new development field for the citrus
sector

Bridging Europe with the Valencian Region

Commitment with cooperation: between industrial clusters, chambers of
commerce, financial institutions, local development agencies, education
and training institutions, research and development institutions and other
relevant social players.

Our technical staff: great asset to organize meetings, seminars, project
workshops and presentations within reach of European institutions.
•
Training programmes, with an elaborated working plan, at least 6 months:
for European young professionals, civil servants, local representatives and
technological institutions…, in order to provide wide European-orientated
experience.
•
Stage programmes: For students/staff with different backgrounds and
nationalities. Thanks to several agreements, we have hosted Greeks,
Hungarians, Croatians, Polish, Romanian and Italians.
