 The Fundación Comunidad Valenciana – Región Europea, created in November
2003, is a non-profit organization, based at the Valencian Regional Office in Brussels.
The Foundation bases its work on the strategically tool Public Private Partnership.

 The Foundation was created with the purpose of helping the civil society in the
transitional participation on European funding as the Valencian Region will be
entering Competitiveness Objective into 2007.
 This entity facilitates the participation of the Valencian civil society, industrial groups,
chambers of commerce, financial

stakeholders in European policies and projects.

i. Public Private Partnership
 Public Private Partnership, the tool of the Fundación Comunidad Valenciana - Región
Europea to promote and provide European service to social and economic bodies in our
region.
 In 1999, the first policy on PPP was approved to develop innovation projects on the
framework of the urban management by means of the research of new technologies
solutions: VALENCIA INNOVA. A tool for funding. www.valenciainnova.info
 The Valencian Government has identified PPP as a priority and collaborates with the
Foundation on the expenses: location, infrastructure…
 12% of operational expenses are financed by the Valencian Government
 48% other entities support: Intercitrus, IMPIVA, FEPORTS, Saving Banks
Association, Feria Valencia, Feria de Alicante…
 40% Self – financing: European projects, allowance, services to third parties…

 The Foundation promotes European projects and contributes to their success
through an efficient inter-regional cooperation. Therefore the Foundation stands as a
tool for the consortium: partner search, alert service, project advise and specialist in
project communication. www.uegva.info
 In addition, the Foundation organizes Information Days in other European regions
on how to participate in European Projects consortiums (Malta, Greece and
Hungary).
 Since the Foundation was created, collaboration with the European regions has
increased: a total of 195 new consortiums have been promoted. The Valencian
Region has obtained 41% of the LIFE-Environment funds allocated to Spain in
2004 and every third Spanish project has been approved in the Valencian Region in
2005, the second consecutive year of the leadership of Valencian Region in LIFEEnvironment projects.

Interregional political cooperation based on consortia of projects financed by the EU:
 NATURAL EFFECT REGIONS – Created in 2004 gathering regions that will
become part of the Competitiveness Objective on 2007, with a view to facilitate
a smooth transition into the Objective Competitiveness.
 LISBON REGIONS NETWORK – The network has undertaken different
activities in order to increase the influence of the regional and local level in
the implementation of the Lisbon Strategy.

EUROPEAN PROJECTS NETWORK
 In accordance with the PPP strategy, the Valencian Regional Delegation together
with other regional offices decided to create the European Projects Network to link
public and private sectors from the different regions.
 The Network is constituted by 7 regional representatives: Chamber of Commerce of
Birmingham (West Midlands Region); Emilia – Romagna Regional Office; ZDH
(German Confederation of Skilled Craft and Small Businesses); Chamber of
Commerce and handmade enterprises of the Czech Representation of Enterprises;
Foundation Comunidad Valenciana – Región Europea; Houses of Dutch Provinces:
Zeeland, Noord-Brabant y Limburg; and the Chamber of Commerce of Slovenia.
 EPN represents a discussion forum for new ideas on European projects and
policies and is also a tool to transmit information collected from European
institutions

WATEREGIO - INTER-REGIONAL POLITICAL COOPERATION BASED ON EUROPEAN CONSORTIA
 A channel for the exchange of ideas, experiences and good practices in water
management and optimization of water resources. Wateregio has set up a
methodology of identification of proposals and partner searches in common EUfinanced projects related to water.

► TAIEX is the Technical Assistance and Information Exchange Instrument of the
Institution Building unit of Directorate-General Enlargement of the European
Commission.
► TAIEX provides centrally managed short-term technical assistance in the field
of approximation, application and enforcement of legislation, oriented to the acquis

► EU10 New Member States are eligible countries for TAIEX actions together with the
candidate countries and the Neighbourhood Policy countries.

 More than 1,000 M € by year of public investment on R+D+i policies.
The Government is strengthening the policies on research and innovation
with the aim of contributing to the approach of the public and private sector
and to create the right environment (financial, legislative and training) for
entrepreneurs.
 This policy is aiming the development of regional economy. The
Valencian Government has created a large infrastructure to promote R&D
and Innovation. The main goal is to export the technology from our research
institutes as well as to import new technology and best practices on
industrial technology from other entities.
 The Foundation is therefore willing to collaborate with the different
European actors.

Objectives
PROJECT ECOBUS

The main objective is the elimination of used cooking oils that are generated
in a great scale at the city of Valencia (Spain) and to employ them in
substitution of more polluting combustibles, reducing the emission of CO2
in public transport.

The project is intended to establish a pilot experience whose results serve as
starting to set up an adequate collecting system for those waste vegetable
oils coming from domestic and catering sector, and their chemical processing
to produce bio-fuel to be used in Valencia’s buses municipal service

Objectives
PROJECT URBANBAT

To define, through the transfer and application of BATs (Best available
technologies), a waste management model for the majority of liquid residuals
generated in the maintenance and operation of a fleet of vehicles.
Management strategy for these residuals will consist of both reducing
environmental hazard and increasing life span. This will take place at the very
point of generation, thus minimizing the need for an external management.

To deal with most of the liquid residuals generated as cab washing waters,
motor washing waters, waters from rinsing of cooling circuits, cooling fluids,
brake fluids and acids from exhausted batteries.

Not only defining this model, but demonstrating its inmediate extrapolation
from the fleet of urban collective vehicles in Valencia to any urban transport
organisation and/or transport fleets, as well as to other activities with similar
problems.

Project Background
The huge volume of pig manure generated across Europe, and its customary use
as fertiliser for agriculture, is the cause of serious environmental problems.
These include the leaching of high nitrogen, which causes an excess nutrient
enrichment of soil and water, and the emission of odours and greenhouse gases.
Furthermore, the use of manure for fertiliser can result in the spreading of
pathogenic micro−organisms that can be transferred from animals to people,
being spread through air and water.

Project Objectives
The project’s main objective is to demonstrate a novel method of treating pig
manure. Insects (mainly flies) are used to decompose the waste and transform it
into high quality fertiliser that can be applied without negative impacts on
environment or health.
The compost will be used to fertilise parks, gardens and green areas of the
surrounding towns, thereby supporting a campaign to raise awareness of the
benefits of the new, environmentally friendly technique.

Objectives
PROJECT ZERO PLUS
Plating industry has been one of the main focus of pollution correction actions
through the last years. However, zero discharge is an incomplete achievement if
we look at the unavoidable management of spent exhausted rinse baths and
negreases, and the final pollution fractions, usually with external management.
ZERO PLUS will define a management model of these liquid wastes from the
surface treatment industry through the integrated application of known techniques
that will be reasonably characterised as candidates to BATs. The Project will cover
all liquid wastes generated by the typical processes of Duch an industry (corrosion
protection functional coatings, and decorative applications of consumer products),
Which are mostly distinct by the complex requirements of its physicochemical
sewage: Negreases, acid pickling, Cyanided Cu, bright Ni, decorative Cr and ZnNi alloy baths, etc., and associated rinses.

PROJECT PROCURA
IEE - SAVE 2004
The overall objective of the Procura-proposal is: to promote the acquisition of
Alternative Fuel Vehicles (AFV) in the short term.
Procura will do so by tackling market barriers for the large-scale procurement of
AFVs. Procura will focus on developing innovative procurement models (e.g.
GreenLease, second-hand market development of AFVs) for private and public
fleet owners.
Procura intends to carry out the following activities:
(i) Collecting and disseminating best practices
(ii) Setting up dedicated procurement models
(iii) Setting up a large-scale procurement schemes
