Joint Warfighting
and
Disruptive Technologies

Innovation
• Redefining the process, the
product and expected outcome to
meet a different need.
• The overall effort is a tenuous
balance of vision, art, science,
collaboration & synchronization.
“...the disruptive process becomes the
scaffolding for the enterprise’s approach to
innovation. Through shaping a disruptive
process, the enterprise answers the
question, What kind of interactions do we
want to create?”
“Tom Peters”
USJFCOM Mission
Provides mission ready Joint capable forces, and supports
the development and integration of Joint, Interagency
and Multinational capabilities to meet the present and
future operational needs of the Joint Force
JFL Mission
Coordinate Department of Defense
Concept Development and
Experimentation efforts and lead the
development, exploration and assessment
of new joint concepts, organizational
structures and emerging technologies
through a process of discovery,
innovation, adaptation and integration to
drive transformation changes that achieve
the optimal future Joint Force capability.
JPP Mission
Advances concepts of future joint warfare by discovery, experimentation, & rapid
generation of pioneering and adaptive solutions to answer near term and emerging needs
of the Joint Force Commander
USJFCOM J9
Unified Command
Plan 2006 (UCP 06):
“… functionally responsible
to the Chairman for leading
joint concept development
and experimentation
(CDE)…Developing
combined operational
warfighting concepts and
integrating multinational
and interagency warfighting
transformation efforts with
joint CDE in coordination
with other combatant
commands.”
As DOD’s Experimentation Enterprise
Lead Organization, we produce three

The Dimensions of Transformation
Organizational Design: The changes in an organization’s division of
labor that may be needed to implement a desired course of action, in order
to bring about desired effects.
Capabilities: Technological systems, hardware, or tools that may be
required to execute a specified course of action.
Processes: The changes in steps, tasks, or procedures needed to
implement concepts or apply capabilities.
Authorities: Changes in public laws or regulations that may be needed
to provide authority, permission, or capabilities to war fighters.
Concepts: Structured approaches to expressing how a course of action
might be accomplished for current or future war fighter problems.
Cultures: Understandings, beliefs and practices that define and shape
operational decisions, organizational response or reaction to change.

Taking Innovation to the Next Level
Our Challenge
Integrating science, technology
and innovation into practical
relevant and feasible joint
capabilities that provide a real
improvement to how Joint
Commanders operate today,
tomorrow and in the future with
Civilian Agencies.
Your Challenge
What do you have in science,
technology or innovative
approaches that will be unique
or revolutionary that contribute
to developing and providing
capabilities to the Joint
Warfighter?
