The Board of Regents will review recommendations of:  ELA and Mathematics additions, including PreK-3  College and Career Readiness Work Group revisions of Individualized Education Programs (IEPs)  Revised draft of NYS Teaching Standards  Training plans for Annual Professional Performance Reviews (APPR) 5

RTTT Network Teams

Teams of expert support -  Curriculum, Instruction and Data  Provide ongoing professional development and technical assistance  Coordinate with school-based Inquiry Teams  Types –    BOCES/Regionally-based Big 5 Network Teams Network Team Equivalents  Up to 75% of 4-year allocation to purchase or create Network Team Services  Implemented by July 1, 2011 6

Common Core State Standards (CCSS)

 Adoption of Common Core State Standards: current update and next steps for additions  There are only minor changes to the CCSS for Mathematics and CCSS for ELA  Timeline for Common Core implementation 8

Implications

 Student achievement expectations are based on the 2005 ELA and Mathematics Learning Standards and Core Curricula.

 Districts begin developing curricula aligned to CCSS (Jan. 2011) with a goal of implementing the new state curricula in Sept. 2012.

 Districts continue to develop curricula and begin implementing instruction aligned to CCSS.

 The 3-8 Testing program and Regents examinations in ELA and Mathematics are aligned to the 2005 ELA and Mathematics Learning Standards.

 CCSS Interim Assessments are administered.  Curriculum models will be available for schools.

Limited English Proficient / English Language Learners (LEP/ELLs)

RTTT goals for LEP/ELLs:  Funds used on the implementation of the Seven Essential Elements in high need districts.

 Funds support:  Preparation and certification of bilingual and ESL staff  LEP/ELL parent empowerment   Capacity building at the school and district levels Provision of equitable services for LEP/ELLs  RFP will be released for Regional Bilingual Education/Resource Network to start July 2011 10

Literacy

 Across the content areas  Internal Literacy Work Group  Focusing on Early Learning Outcomes and RTTT activities  Will form the basis for the P-12 Statewide Literacy Team  New literacy website http://www.p12.nysed.gov/ciai/literacy/ 11

Early Education and Reading Initiatives

RTTT Invitational Priority # 3 Goals:  Finalize world class prekindergarten standards  Develop early childhood assessment system  Incorporate early childhood assessment protocols into P-12 data system  Develop regional technical assistance center 12

College and Career Readiness

The Regents College and Career Readiness Work Group have discussed revisions to the following:  High school Diploma requirements  High School Assessments  General Educational Development (GED) policy and programs  The Board of Regents will seek public comment 13

STEM

 Addressed in many components of our RTTT initiative.

 Addressed in many current NYSED programs  Partnering with/supporting NYS STEM initiatives  For all learners, STEM education: o Connects all disciplines while maintaining the integrity of each; o o o Applies research to increase achievement of education and business and industry standards; Promotes interest in scientific and technological fields; Provides a foundation to pursue lifelong learning and professional growth 14

Annual Professional Performance Reviews (APPR)

 APPR regulations are being revised to reflect recommendations of the Regents Task Force on Teacher and Principal Effectiveness.

 The current time line: June, 2010 – March, 2011 April, 2011 – June, 2011 Task Force deliberations Draft APPR regulations created Draft training plans for APPR are developed Solicit feedback from the field and revise 15

Regulation changes

 Amendments to Commissioner Regulations to eliminate the:  Second Language Proficiency Examination (SLP);  Regents comprehensive examinations in Hebrew, Latin and German;  Grades five and eight Social Studies assessments.
