Consenting in a changing environment
– Planning reform = continuity in national infrastructure
• Localism Bill restores final decision to Secretary of State,
merges IPC into Planning Inspectorate (PINS) and makes
minor process improvements – leaves the Planning Act 2008
regime intact
• Clear ministerial commitment to seamless transition with no
delay to applications in progress
• New PINS will be lean and externally focused, with minimum
necessary changes to people, systems, website etc for
national infrastructure
– Importance of National Policy Statements
• Decisions “in accordance with” NPS subject to exceptions
• Different rates of progress with NPS drafting and designation

Issues for SEEC Members
– Resources/PPAs
• National infrastructure precedents – EDF, National Grid etc
