Postgraduate education system in
Azerbaijan

Common grounds in Azerbaijan &
Turkmenistan education
1) Azerbaijan & Turkmenistan are close & friendly
countries historically & linguistically;
2) Both countries were one of the republics former
Soviet Union during the many years & both
countries had the same soviet education system;
3) Both countries are speaking in very close language
which they can understand each other without
interpreter;
4) Both countries gain their independence nearly the
same time, in the end of XX century & in both
country have been opened private, international
high schools & higher schools which give best
education to citizens.

5) In the academic year starting September 2007,
universities and institutions of higher learning
accepted 3715 students; this is 540 more than
fresh admission for 2006 in Turkmenistan. It
represents 14.5% increase in seats in the
institutions of higher learning except the police
academy and military institute.
6) President of Turkmenistan Mr.
Berdymuhamedov signed a decree, clearing the
way for the supreme council on science and
technology to assess the candidates and award
higher degrees and titles.
7) In the 2007 year 13218 students are studying in
the universities and institutions of higher
learning except the military institute and the
military academy in Turkmenistan. The diplomaand certificate-level institutes have 3847 students

8) Both countries going to be integrated to
European education model, learning experience
of European & neighboring countries
universities;
9) There are providing different conferences,
seminars by Ministry of Education of the
Azerbaijan, by government & private
universities, working several projects to learn &
apply Bologna process in Azerbaijan education.

Present Institutional Setting
in Azerbaijan




There are 48 government& private higher
schools in Azerbaijan & most of the government
& private higher schools working with credit
point system;
One academic year is two semester. In the each
semester the student have to earn 30 credit
points;
Each higher school has close relations with
foreign countries & students of these universities
are studying in the partner higher schools;
There are many fellowship & research programs
suggested by different organizations
(IREX,ACCESS,JSFP&others) which is
Azerbaijan scientists are participating.

Ministry of Education of the Azerbaijan is
interested in integration of higher schools with
foreign higher schools, in the exchange of
students, teachers & researchers in the different
sphere of science. For example, we are cooperating
with USA, UK, France, Italy, Spain, Germany,
Russia, Turkey, China, Japan & with many other
countries higher schools of the world in studying
& in research.
There are widely applied information
communication technologies in the universities,
created campuses with the high internet access in
higher schools which is helps university students
to attend distance learning courses & to study by
online in different countries higher schools.
Currently there is processing to create campuses &
to give high internet access even to remote higher
schools.

Basic development approaches in
higher education in Azerbaijan


After a gain by Azerbaijan the state
independence in 1992 it has been signed the new
law on education. In this law are provided three
academic and scientific degrees (the bachelor,
the master, the doctor), the scientific degree of
the candidate of sciences remains on present
time. The magistracy and postgraduate study
functions in parallel;
After the Bologna Declaration was signed in
1999, it was discussed in Azerbaijan widely &
later Azerbaijan expressed it’s desire to join
European education model & on 19-20 may
2005 in Norway Minister of Education of
Azerbaijan also signed declaration about joining
of European Higher Education Area (EHEA) by
2010;

After Bergen summit in 2006 year there was
signed Position about credit system #264 by
Minister of Education of the Azerbaijan & in
2006 on September 8 universities of republic
began study in credit system-in European model
of education. But before in the Azerbaijan
functioned the Khazar University which already
worked in European model. The diplomas of this
university was known in some countries;
After Bergen summit which is Azerbaijan also
joined to Bologna process, there is began a
process of notification of diplomas giving by
foreign countries, accreditation & monitoring in
higher schools of Azerbaijan;

Began serious works on the publication of new
books, new curricula have been written,
information technologies have been applied widely
in higher educational institutions, new subjects
have been included in university programs under
the European standards, contracts on an exchange
of students with the European universities
subscribed;
There are providing reforms & projects for the
Development of Education Sector by the President
Mr. Ilham Aliyev. There were began second project
for the DES on November 24 2008, which is
intended to last in 2008-2013 & budget for this
project is 45.4 billion USA dollars which is 25 bln.
will be paid by International Development
Association
& 20.5
bln.by Azerbaijan government.

Bologna process & Azerbaijan


All universities of Azerbaijan have passed to
credit system since current academic year.
Considering the possible contribution of strong
high schools to process of economic and social
development, Ministry recognize necessity of
granting to institutes of the right to acceptance of
independent decisions concerning their internal
organization and administration;
Constructive participation of the student's
organizations in Bologna process is marked and
underlines necessity of involving of students for
the subsequent actions, both at an early stage,
and on a constant basis.

The important contribution of sphere of higher
education to process of realization of training
during all life is underlined. Have been
undertaken steps to this direction and the
national policy so that to provide achievement of
this purpose is built and to push higher schools
and other interested organizations have been
increased in possibilities for training during all
life at higher education level, including
recognition of the previous formation;
Necessity of improvement of ways of training
during all life both to, and within the limits of
higher education, according to aspirations and
possibilities of citizens is marked.

Understanding necessity of creation more close
connections between EHEA and ERA in Europe of
knowledge, and also importance of research as
making part of higher education in territory of
Europe, is considered necessary to add doctor's
level as the third step of the Bologna process,
supplementing two basic step of higher education.
Also have been underlined importance of research,
research training and support in achievement and
improvement of the necessary degree of quality of
higher education.
It is called for mobility increase at doctor's and
postdoctor's levels, and also it is induced interested
educational institutions to increase their
cooperation within the limits of training by
reception of doctor's degree and preparation of
young researchers;

Postgraduate education within the
Bologna process
There are three steps of the higher education in
Azerbaijan – bachelor & master degrees &
postgraduate studies. There is another
postgraduate education in Azerbaijan which is
called dissertantura;
 As a whole the higher education model by the
European principle consists of three levels: a
bachelor degree, a master degree and
postgraduate study. And, according to some
information, in connection with uncertainty of
the further destiny of postgraduate study the
adoption of law "About education" is tightened.
a) The doctoral studies provide preparations of
scientific and scientific and pedagogical shots,
specialties and scientific ranks;


b) As the higher education step, formation reception in
doctoral studies is carried out by the higher
educational institutions and in doctoral studies
which are created at the scientific organizations (in
military educational bodies) and terminates with
assignment of corresponding scientific degrees.
c) In the Azerbaijan Republic the doctoral studies are
defined below-mentioned scientific degrees:
1) The doctor of philosophy with the indication of
scientific spheres & the doctor of sciences with the
indication of scientific spheres.
d) To the statement of this law the appropriated
scientist degree the candidate of sciences, is
considered equal from degrees the doctor of
philosophy with corresponding spheres a science.
e) Masters and experts who are equal with masters
are accepted in doctoral studies higher educational
institutions and the scientific organizations on
usages which were defined from the party by the
corresponding
local
government.

Postgraduate education students have to pass 3
exams: ICT, foreign language (one of the from
English, French & German languages) &
specialization;
They can to pass ICT & language exams during
the 3 academic year, but specialization one month
earlier of the defense of scientific work. ICT &
language exams are providing 2 times in a year: in
autumn & in spring;
Students have to pass ICT exam only in the
Institute of ICT in 3 field: humanity, science &
economics. It depends from the specialization of
the student. The same with the language exam.
There are required high level of knowledges on
ICT & language exam from students as a future

Successes of Azerbaijan
Education System


After a getting of state independence in
Azerbaijan in1992, Azerbaijani as a state
language become more important & in the first
level in an education & in other fields. The
students of international schools which is
functioning in Azerbaijan are learning their
mother tongue;
Azerbaijan education saved many good things
from former Soviet Union education &
developed them highly during of the years of
independence with the integration to the world
education, specially Europe education model;

There were published many new textbooks,
curriculums, programs in European standards;
There are many people who is studied in different
countries of Europe, in the USA, UK & in other
universities of the world & their diplomas are
already known by the Ministry of Education of the
Azerbaijan Republic & they have OK from the
Ministry to work in the ministries, organizations,
universities, companies & in other fields & the
same time, diplomas of various universities of
Azerbaijan are known in the different countries of
the world;
We have many students, scientists, researchers
who are currently successfully studying, working
in the different countries of the world;

There are many foreign students who is studying
in the various higher schools of Azerbaijan &
become high qualified specialists;
All higher schools are provided information
communication technologies which is very
important for new Europe education model –
credit point system & their was given modern
equipment with high internet access for qualitative
education;
Developed mobility of students during the last 5
years. They are participating in different
conferences, seminars, workshops, forums &
activities & developed quantity of people who is
studying in the abroad, online & by distance
learning;

Developed quality of specialists which is
speaking fluent English, Russian, French & other
foreign languages, many specialists on computer
sciences;
The government take care of education, science
& ICT sector, signed different & very important
decrees, laws for the further developing.
