ICMM’s Sustainable Development Framework

ICMM and ASM
• • • • Artisanal and small-scale mining (ASM) is often a form of subsistence mining, which provides a direct or indirect livelihood for over 100 million people in the developing world. It often takes place side by side with large-scale mining operations.
ICMM members have committed to contribute to the social, economic and institutional development of the communities in which we operate (Sustainable Development Principle 9). ASM miners and their dependents constitute a unique part of these communities. The challenge is how to help legitimize what is sometimes an illegal activity, conducted in poor and unsafe working conditions, but drives the local economy. www.icmm.com
Guidance on Good Practice
ICMM’s work seeks to improve member capacity to positively engage with ASM operators. More broadly, our work demonstrates the business case for this type of engagement and sets ICMM members apart as industry leaders on ASM related issues.
ICMM is developing collaborative solutions to the difficult issues surrounding ASM, by working with
governments, NGO
s, local
communities
and others. In 2009, ICMM partnered with
Communities and Small-scale Mining
(CASM) and
IFC’s Oil, Gas and Mining Sustainable Community Development Fund
document. (IFC CommDev) to develop a key guidance www.icmm.com
“Working Together”
• • •
Characterisation
– types of ASM, key stakeholders, main issues Building the
business case for partnership
and engagement Diagnostics, Approaches and Tools www.icmm.com
2.4 Technical Assistance Programs
• • Transfer of technology and solutions from LSM to ASM Can include HSE, improved processes, access to markets, business development etc…Use of mercury is a good entry point for developing such a functioning relationship with ASM communities • Document sets out a 5-step process: 1. Characterisation of ASM 2. Identify challenges and opportunities for improvement 3. Consider advantages knowledge held by LSM and how it could be transferred 4. Implement solutions 5. Identify opportunities to encourage innovation / collaboration / further training www.icmm.com
Conclusions
• ASM miners are
key stakeholders
for large scale mining companies • This publication and the tools contained will help LSM companies build stronger and more effective engagement with ASM miners • Engagement strategies work best when they are
tailored to specific conditions
• The
business case
for a sound engagement strategy will only
strengthen…

Continuing ICMM activity on ASM issues
• “Working Together” includes suggested
approaches and case studies
toward more effective controls on mercury used by ASM operators • It has been developed as a
pilot
, so that
further testing
and gathering of good practices with companies can take place in a next phase • • ICMM is currently in discussion with World Bank and others regarding future activities of
CASM
Consistent with its have operations
Position Statement on Mercury Risk Management
, ICMM is also committed to the responsible management of mercury. This includes a commitment to participate in government-led partnerships to transfer low-to no mercury technologies into the ASM sector in locations where ICMM companies www.icmm.com
