Prevention of health risks in the field of building
The building codes drawn up by the Länder (federal states) in
Germany lay down requirements to be met by construction
products. These codes stipulate that building facilities must be
constructed and maintained in such a way that they do not endanger
people's lives or health or have an adverse impact on natural resources.
Construction products used in the building process or as components
in the finished structure must meet these requirements and in particular
ensure that chemical, physical or biological influences do not pose
a risk to people or prove to be an unacceptable nuisance.
There are Acts, regulations and administrative rules in force in Germany,
directly prescribing material requirements to be met, for example the Hazardous
Materials Regulations and the regulations on the prohibition of dangerous
chemicals. A number of construction chemicals are banned or restricted in
use under these regulations; e.g. asbestos, polychlorinated biphenyls (PCBs)
and pentachlorophenols (PCPs).
Other legal provisions have been adopted to provide the statutory framework for
the evaluation, remediation and disposal of components containing pollutants
(regulations on asbestos and PCBs).

Why?
The existing level of harmonization for construction products is
extremely low as far as Essential Requirement No. 3 is concerned
For the second generation, hamonized technical specifications
should therefore include concrete requirements concerning
„Hygiene, Health and Environment“.
Germany proposes a working paper,
summarizing the performance characteristics
related to dangerous substances in all the
standardization mandates.
