To maximize support to the warfighter, the DON Small
Business Program provides dynamic advocacy,
training, advice, guidance and innovation strategies
creating quality small business solutions for NavyMarine Corps acquisition

Forecasts for All of the Navy
• Objective:
– Complete Command level forecasting by June 30, 2010 for FY
2011, 2012, 2013.
• Measure:
– 100% compliance from all HCAs
• Actions:
– DON OSBP to develop template using NAVAIR model by Nov
30
– Director to write policy letter by January 2010 to Commands
requiring annual forecasts. Plans will be due May 15 from
Associate Directors
– RDA signs policy letter directing HCAs to prepare forecast
– AD prepares letter for HCA signature to his direct reports with
info stating response should go to AD
– AD compiles report and sends to Navy HQ SB Office
– Navy HQ SB support contractor to post forecasts on Navy SB
website by June 30. Commands to post on their website

visibility and accountability
• Objective 1:
– HCAs brief small business performance at Under Secretary
level annually starting FY 2010
• Measure:
– HCA briefs Under Secretary orally and written annually starting
in 2010.
• Actions:
– Associate Directors to provide thoughts to NAVAIR AD for
annual oral briefing
– NAVAIR AD to establish a written standard report and oral
briefing format March 22, 2010
– DON OSBP to provide final report format by March 30, 2010
– Director to provide final format to Under Secretary by April 30,
2010
– Under Secretary issue policy letter requiring oral and written
reports by May 15, 2010
– HCA briefs annually starting in FY 2010

• Objective 2:
– Small Business Specialists directly reporting to their
appointing official
• Measure:
– 100% of Small Business Specialists attending HCA staff
meetings
– 100% of Small Business Specialists directly reporting to
appointing official by end of FY 2010
• Actions:
– Associate Directors to identify to Director who is not in
compliance with direct reporting regulation either
formally or informally by November 01, 2009
– Director to address issue with Under Secretary within 60
days of being selected

– All HCAs become Command Champions for a specific
small business categories
• Measure:
– 100% of commands with specific small business
categories assigned and actively participating
• Actions:
– NAVFAC AD to issue general guidelines for Command
Champion program by December 30, 2010.
– Associate Directors share best practices and brief their
Command Champion plan at next Small Business
Council meeting
– Oreta issue letter to HCAs by January 30, 2010.

• Objective 4:
– Program Managers and equivalents to have small
business performance in their official performance
ratings
• Measure:
– 100% have small business in their performance rating
by 2011
• Actions:
– ONR AD to review current requirements and report
results to Director by June 30, 2010.
– ONR AD to develop standardized language for
performance evaluation.
– Director to obtain approval from Under Secretary for
standard language by July 30, 2010.
– Director to write policy letter by August 30, 2010.
Goal 2: Increase command Small Business
visibility and accountability
• Objective 5:
– Small Business Specialists involved in acquisition
strategy development for actions over $100,000 in
accordance with DFARS.
• Measure:
– 100% compliance by FY 2011
• Actions:
– Associate Directors to determine current procedure and
provide results to Oreta Stinson by March 30, 2010.
– Associate Directors to make recommendations to HCA of
change in current procedure by June 30, 2010.
– HCAs implement change by FY 2011.
Goal 3: Meet OSD Mandatory 3% Service Disabled
Veteran Owned Business (SDVOSB) Requirement
• Objective:
– Percentage increase in SDVOSB every year
• Measure:
– Percentage increase in SDVOSB every year
• Actions:
– Targeted outreach at HQ level in 2010.
– MCSC AD to establish an SDVOSB awards program for
Small Business Specialists by next Council meeting
– Associate Directors to determine the appropriate
procurement strategies to met the goal by June 30,
2010 (e.g. set asides or NAVFAC model)
– Oreta Stinson to find a billet to manage the SDVOSB
program by June 30, 2010
Goal 4: Determine the appropriate Small Business
resources for each Command
• Objective:
– Conduct a workforce analysis to determine the
appropriate amount of resources needed.
• Measure:
– Complete the workforce analysis and brief it to HCAs by
2011.
• Actions:
– Select a SDVOSB to conduct the study by March 30,
2011.
– Director to brief by June 30, 2011.
Goal 5: Provide overall small business training and
awareness to the acquisition community.
• Objective:
– Revitalize small business Road shows
• Measure:
– Conduct road shows quarterly staring in 2011.
• Actions:
– MSC to develop an ad hoc team to develop the road
show by June 30, 2010.
– MSC to develop road show materials by August 30,
2010.
– Sandra to brief road show materials at October 2010

significant amount of funding from the DOD for research,

and services during Fiscal Year 2008.

• The DON Small Business Specialist will have required
