Common structural guidelines of the ‘Länder‘ as set out in Article 9 Clause 2 of the Framework Act for
Higher Education (HRG) for the accreditation of Bachelor‘s and Master‘s study courses

The structural intermingling between the traditional (Diplom) study system and the BA/MA structure is not
possible. In a system of tiered qualifications, the Bachelor is the standard qualification for study
untertaken at a higher education institution.

As study programs leading to a professional qualification, the Bachelor´s study courses must provide the
academic foundation, methodological skills and qualifications related to the professional fields.

The standard period of study for Bachelor´s courses amounts to a miminum period of three and a
maximum period of four years (no differentiation in the degree). They can be established both a
universities and at Fachhochschulen without challenging the different educational objectives of these
types of higher education institution.

With a standard period of study of three years, 180 ECTS points must as a rule be proven for a
Bachelor´s qualification.

Bachelor´s qualifications always provide the same rights as Diplom qualifications of universities of applied
science.

Entry to a Master´s study programm should be made dependent on further special entry requirements.
The Länder may reserve the rith to approve entry requirements.

In a press release of June 8th 2004, the so called “Donnors Association for the promotion of Science and
Humanties in Germany” (Stifterverband für die Deutsche Wissenschaft), an association of leading companies
in Germany position themselves with regard to the conversion towards Bachelor- and (Master) degrees

Key Exigencies concerning the content, structure, quality and comparability of the new
programs
Bachelor graduates have to have a command of the core knowledge of their discipline plus important
methodological and social key qualifications. This is the essential prerequisite that the Bachelor degree will
become the standard professional qualification irrespective of the fact that for some positions a Master
qualification will be required.
The admission to a Master programme must not be reglemented by political considerations. The
qualifications of the applicant will be decisive, they must be judged in the framework of a selection
procedure.
There is a demand for study programs tailored to the needs of the working people
The introduction of Bachelor programmes must not be a relabelling of the traditional Diplom study
programme, but has to demonstrate the existence of a modern curriculum, a credit point system, a diploma
supplement, practical elements and features of internationalism.
BA programs must be accredited; the practical orientation must be successfully demonstrated.

majority of companies:
 decides on the basis of personal competences and not of academic degree
 would appoint Bachelor graduates for their administrative departments and as
team leaders. At the same time: for managerial positions Master graduates are
preferred, who also would be paid 500 EU per month as compared to Bachelor.
 Bachelor is an engineer and not a technician. The high quality of German
engineering education must be maintained, the quality of a Bachelor equals that of
the “old” Fachhochschul-Diplom, the Master equals the quality of the “traditional”
university diploma.
 The duration of studies will be shortened, but the Bachelor must adequately
prepare for the engineering profession.

BA/MA degrees will be implemented in Germany all over the country in a
short period of time. The whole restructuring process is being spurred with
high speed.

The necessity for younger engineering graduates is evident, also for socioeconomic reasons (people have to work longer, the social security systems
have to be relieved.

The pace of technological innovation is ever increasing. It does not seem
advisable to consume a students entire “formation time” in the beginning.
The BA/MA structure is more adapted to individual careers and needs.

The degree of fame with citizens is low, but increasing in the realms of
companies and high among students. Industry has a historic chance to
influence the design of BA-programs.

Economy must still do more to foster the acceptance of these programs.
Especially with small and middle size companies the knowledge and
acceptance is for various reasons still low.

The two study structures coexist at the moment. The new study structures
are a radical change for the German system. The image of the traditional
“Diplom” engineering formation is deeply anchored.

There are comparatively few Bachelor graduates on the market.
