The Purpose
This INEE Good Practice Guide on ECCD
provides practical strategies, checklists
and resources for making the case for as
well as assessing the needs and
designing and implementing early
childhood care and development
activities
The CG’s Context and the Good
Practice Guide on ECCD
Facilitate global understanding of the critical importance
of the ECCD in ER and post-crisis transition
• Support knowledge generation, dissemination and
capacity building and raise awareness on the impact of the
ER on young children
• Define and communicate that the ECCD is critical in ER
• Advocate for improved policies and investments in
ECCD in ER
• Foster and encourage dialogue, collaboration and
coordination
The Process
The GPG was drafted by the EEWG in coordination with the INEE MS Task
Team (www.ineesite.org/toolkit) and in response to a growing need for a
consolidated practical tool reflecting recent developments in the field of
ECCD
The GPG is being updated based on the main findings and the principles
outlined in the Working Paper
Stage 1 – The first draft in 2006
Stage 2 – The first review in 2008
Stage 3 – The second, review based on the revised Position Paper, 2009

Key Principles - Normalizing and stabilizing child’s
environment through establishing safe spaces for children
and caregivers
Narrative Guide - Safe Spaces protect children during the acute phase
of an emergency or in the areas of continuing crisis. A Safe space is a
designated place that helps the community and the aid workers to
provide physical safety, psychosocial activities and other support to
children and their caregivers (families)
Points to Remember - The equipment and space in Safe Spaces
should be adequate to facilitate age-appropriate play and educational
activities.
Checklist - Is provision of safe spaces incorporated in the emergency
plans?
