Your partnership agreement
A framework specifying key roles and obligations for:
• The Beneficiary
• Overall legal and financial responsibility for project
implementation
• Receives the financial contribution from the JMA and ensures
it is managed and distributed to partners in accordance with
the partnership agreements
• Directly accountable to the JTS/JMA for the operational and
financial progress of activities and providing reports
• Responsible for coordination and keeping partners informed
of project overall progress and contractual changes

• Timely delivery of activities
• Appropriate use of funds (sound financial management,
respect of accounting, procurement and visibility rules)
• Regular information and adequate reporting to the Beneficiary

Your partnership in practice
Beneficiary and each partner need to further agree
on:
– Precise conditions for money tranfer (request for
payment, currency…)
– Detailed list of tasks and responsabilities per
partner in project implementation (based on workplan)
– Monitoring of project technical and financial progress
(regularity, templates…)
– Reporting templates and requirements (language,
which attachment…), procedures to jointly agree on
reports
– Internal communication procedures
– Procedures for the ‘open-to-control’ period
Good practice in partnership
Good practice:
 Establish clear communication procedures
 Establish clear responsibilities for each partner
 Encourage project co-ownership
 Set up and build the project team
Who else is involved in the
project?
• Associates
 May not receive funding (except per diem and travel)
 May play a real role in the project
 Were described in your project proposal
• Subcontractors
 Contracted specifically for some works, supplies,
services
 Are contracted respecting procurement procedures
The start up of your activities (1)
• Plan a project kick off meeting with all partners,
including at least half day with the financial
managers:
– Agree or confirm there on exact roles of each
partner and on reporting obligations
– Appoint or confirm overall coordinator, but also
coordinators at partner level
– Ensure that all partners have a shared
understanding of the project goals, activities and
expected results and revise your working plan
– Ensure good understanding of applicable rules
(accounting, procurement, visibility, expenditure
verification…)
