To help create new RIs of pan-European interest
needed by the European scientific communities

To remain at the forefront of advancement of

To help industry to strengthen its knowledge
base and its technological know-how.
New RIs in FP7
Objective: To help create new research infrastructures of pan-European
interest (or major upgrades of existing ones).
- Design studies: to support feasibility studies for new infrastructures
through a “bottom-up approach” of calls for proposals
- Construction of new infrastructures (incl. major upgrades): to
promote the creation of new infrastructures through a strategic approach
based on the work conducted by ESFRI on the development of a
European roadmap fro new research infrastructures. NO BOTTOM UP

Preparatory Phase
Construction via a two-stage process:

Stage 1: The preparatory phase restricted calls
targeting priority projects (Roadmap) to support:
 Strategic work (e.g. site selection analysis)
 Technical work (e.g. detailed engineering design, technology
transfer to industry)
 Financial work (e.g. financial arrangements, procurement)
 Logistic work (e.g. create centres of excellence to operate the RI)
 Legal work (e.g. governance, IPR, creation of the legal entity, draft
construction MoU “signature-ready”)

Preparatory Phase

Participants
– The stakeholders needed to make the RI a reality: funding agencies,
public authorities, research and development agencies, RI operators,
universities, industry (as appropriate on a case by case basis)
– Legal minimum: THREE in different Member States or Associated States
– Third Countries: fully open, especially for global projects (with EC funding
in duly justified cases)

Funding
– No cost models
– R&D work: up to 75%
– Networking, management: up to 100%

Stage 2: The construction phase
- developed following the satisfactory implementation of the
preparatory phase
- “case by case” approach (e.g. use of Article 171)
