PNP Coordination with Regions

 Support the Regions’ continuing success in broadening FEMA’s partnerships across missions, disciplines and with non-traditional stakeholders by RA and FPC outreach  E.g., as the DHS (and ultimately, the National) Joint Fusion Center PMO is established in support of 72 fusion centers  E.g., in conduct of the Nationwide Plan Review  Benefit of PNP/NPD reorganization for the Regions:   Consistent guidance and direction for PNP programs Improved coordination between grants, preparedness, and continuity initiatives  Deputy Administrator with unified administration and oversight for protection, preparedness, grants, continuity and National Capital Region Coordination 5

Nationwide Plan Review

At the request of Congress, FEMA will lead an update of the 2006 Nationwide Plan Review (NPR) that is due in April, 2010.

Objectives:  Expanded analysis to look at planning and processes for all catastrophic threats   Document progress since the first Nationwide Plan Review Build foundation for future analysis and assistance Process:  Self-assessment and certification of plan status    Analysis of submitted plans to be led conducted jointly by HQ and the Regions Feedback to jurisdictions as well as to federal guidance and assistance programs Submission of a final report to Congress Requested support from the Regions:  Serve as the primary POC  Assist in development of materials, the roll-out process, and lead analysis of submitted  plans with HQs assistance Support analytical report development 7

Preparedness Task Force

Congress directed the establishment of a Local, State, Tribal, and Federal Preparedness Task force to examine the national preparedness system and how emergency management doctrine, measurements and assessments, grants, federal requirements, and other elements of the preparedness cycle support that System.

Organization:  Representation from a cross section of missions, disciplines, types and levels of government, as well as non-government sectors  An informal working group is being formed now to begin discussions until a formal advisory body is established under FACA  Existing groups (e.g., Reporting Requirements Working Group, National and Regional Advisory Committees) will be leveraged Requested support from the Regions:  Expert advice and counsel  Assistance in evaluative process  Host meetings; help facilitate comments from stakeholders and assist with outreach Note: First meeting expected in March; letters being sent to national associations requesting membership recommendations 8

Requirements Reduction Working Group

Goal:  Establish an Agency-wide information gathering process and system fielded to State,  territory, local, and tribal governments once each calendar year The new process and system must collect defensible data that is accessible by all stakeholders, and that can be used for conducting assessments of the Nation’s preparedness capacity for all-hazards Objectives:  Reduce data requests from FEMA on States   Leverage existing data collected from previous and ongoing data calls Ensure preparedness data has a high level of utility for all stakeholders Deliverable:  Data collection plan and methodology for FY 2010  Near-, mid-, and long-term recommendations on program and data collection processes 9
