Why Do We Need to Integrate?
Healthcare Emergency Management
Goal of Healthcare Emergency Management is to
reduce the loss of life and property and protect our
institutions from natural, technological, and manmade hazards by leading and supporting
healthcare facilities in a comprehensive
management program of mitigation, preparedness,
response, and recovery.
NYS Regional Resource Centers
• Concept of RRC development by
NYSDOH in late 2002
• RRC regions designated in March 2003
(Hospital CEO Letter)
• 8 locations identified
• Criteria for an RRC: Location, Trauma Center

• Designed to assist regional hospitals in planning
efforts
• Breaks down the clinical competition barriers
• Communicating Healthcare Plans
– SARS, Smallpox, Avian Flu
– POD Planning
– Surge Capacity

RRC Deliverables
• Identify and support training and education
needs
– HICS/ICS/NIMS, Haz Mat Decon, Trauma, Burn Care, Disaster Mental
Health, Laboratory, etc.
• Ongoing RRC / Hospital meetings
• Plan regional drills and support hospital
drills
• Co-chair of the Regional Preparedness
Council
• Support regional hospitals in all aspects of
emergency preparedness

Emergency Care at the Breaking Point
– “The emergency care system be regionalized so
that neighboring hospitals, emergency medical
services, and other agencies work together to
provide care for all the people in their region.”
Responsibilities of RPC
• Development of regional inventories of
health and medical assets including
beds, personnel, equipment
• Plan for deployment and use of shared
assets during an emergency
• Address surge capacity and capability
enhancements
• Coordinate planning activities across
multiple sectors
Partnering for Preparedness
• Continue to support emergency
preparedness position and goals
• Develop relationships with community
partners and other hospitals
• Work with your Regional Resource
Center
• Practice through drills and exercises
• Focus on All-Hazards preparedness
