Definition of the Maritime Industry

All direct shipping-related operations such as shipping lines, cargo owners,
terminal operators, bunkering, stevedoring, ship chandlers, and shipbuilding
and repair, etc

All indirect shipping-related services such as shipping agents, administration,
legal and financial services, skills development and training, etc

All direct port-related transport and logistics such as clearing and forwarding,
warehousing, security and customs, harbour carriers, etc

Marine activities such boating, yachting, sailing, cruising, fishing, aquaculture &

SPV Considerations

The proposal of a Provincial Special Purpose Vehicle (SPV)
Not intend to duplicate or limit any of the activities or functions
undertaken by existing committees, organisations, associations
or other maritime role-players;
Rather, the SPV seeks to become a voice for the provincial
Maritime Industry, by supporting and coordinating the
activities and functions of existing structures that are
geographically or operationally specific, in order to elevate
the collective KZN Maritime agenda at the provincial level;
Equally importantly, the SPV should be viewed as the custodian
of the KZN Maritime Strategy; established to assist integrate
at a strategic level the various role-players of the sector.

To drive and facilitate implementation of the KZN Maritime Strategy;
To coordinate and facilitate strategic engagements between critical stakeholders
within the KZN Maritime landscape in order to identify constraints and concerns;
To lobby with relevant national stakeholders to ensure that the constraints and
concerns of the KZN Maritime Industry are being elevated to a National level;
To ensure that the interests of industry stakeholders are being represented in
Maritime Policy and Planning, through assistance in policy development;
To facilitate the organization of maritime education and training institutions, and
promote careers within the maritime industry;

A challenge remains in creating linkages between institutions offering graduate programmes in the maritime sector to industry players, as insufficient channelling of graduates through to the maritime industry is currently

occurring. Provincial government has a crucial role in assisting industry in enhancing and accelerating training. The province must assist in developing the quality and capacity of maritime skills development and training institutions
within the Province. This must be done in close collaboration with industry to ensure that the right number and type of skills are being development, and to create strong linkages between government, educational institutions and
industry. In addition, political support and pressure is required to leverage international liners, and both international and local operators, to create positions for South African graduates to receive practical and technical training.
This will assist in avoiding producing a mismatch in the supply and demand of seafarers, engineers, technicians, and even managerial and planning staff.

A key challenge is to ensure secured funding of maritime courses (including equipment) and to attract suitable skilled educators that have a holistic understanding of the

maritime sector in both secondary and tertiary education institutions. More funding is required to incentivise (and retain) skills educators as they are often enticed to enter the
commercial sector due to higher remuneration. This project presents two interventions relating to the securing of funding to assist in hiring secondary and tertiary maritime
educators as well as for equipment and other maritime-related resources within secondary and tertiary institutions.
