23 of 30 OECD countries have introduced LLU (12
in 1999).

Czech Republic, Mexico, New Zealand, Poland,
Slovak Republic (monopoly), Switzerland and
Turkey (monopoly) have not yet introduced LLU.

Some countries have delayed introduction of
regulated bitstream access i.e. providing ISPs
with xDSL wholesale product

and there should be at least 50 million broadband subscribers in OECD area by
