• Hull allocation is
– €4.5m Youth Employment Initiative
– €4.5m ESF
– €3m Match funding required
• Domestic match funding is not required for the additional specific YEI
money, only for the ESF element.
• In total 25% of project costs need match funding (normally 40% in the
Humber area)
• The domestic match funding must be within the scope of the YEI, i.e. the
rules on eligible geographic areas, participants and activities apply to the
match funding as well as to the specific YEI money and the ESF.
YEI – Examples of activity (1)

Activities supported by the YEI will need to fall within the
scope of the ESF investment priority 1.3 (YEI)
Activities must support individuals. They cannot support
structures or systems
Reducing the number of NEETs – through engagement,
access to apprenticeships, preparation activities and personal
coaching

additional literacy, numeracy, ICT and employability provision
using self-employment as a route out of worklessness,
including providing advice and support for self-employment
Activities proposed for support with the YEI (and the match
ESF funding) should be complementary to, and not duplicate
or conflict with, current and planned Government provision
Sustainable Employment for Young People
• To support employment opportunities for young
people mainly outside of Hull
• Opportunity to support those not eligible for YEI
e.g. Those at risk of being NEET
• Projects can be developed that are interlinked with
YEI

• Match funding of 40% must be sourced by applicant
• Likely project timetable to be in line with YEI, but
not fixed.

Low Carbon – Humber call
• Investment Priority 4c - Supporting energy efficiency, smart
energy management and renewable energy use in public
infrastructure, including in public buildings, and in the housing
sector. Specific objective: Increase energy efficiency in homes and
public buildings, including through the implementation of low
carbon technologies.
• Humber Context – Housing stock energy inefficient in both
rural and urban areas.
Potential activities
• Provision of advice and support to increase the use and take
up of low carbon technologies, energy efficiency measures,
renewable energy technologies and smart energy systems in
housing stock and public buildings;
• Supporting low carbon innovation in relation to the
integrated ‘whole place’ energy management approach
including energy waste and re-use;
Potential activities
• Investing in building retrofit, energy efficiency measures,
renewable and smart energy systems deployment, especially
whole building or place solutions exemplifying next phase
technologies which are near to market;
• Investing in domestic energy efficiency, renewable energy and
smart construction techniques; and
• Investment in the development and wider use of Energy
Performance Contracting in the public buildings and housing
sectors.

• Aim is to improve the competitiveness of small and medium sized
enterprises by increasing the capacity and capability of SMEs and
promoting entrepreneurship
• 2 project call areas (3a & 3d)
3a Increase entrepreneurship, particularly in areas with low levels of
enterprise activity and amongst under-represented groups
– £3,500,000 allocation from the Humber
– £500,000 allocation from York, North Yorks and East Riding

• Targeted engagement, outreach and mentoring to strengthen

• Provision of advice and support for entrepreneurship and selfemployment in particular amongst under-represented groups
by developing entrepreneurial skills and attitudes with a focus
on increasing the number of business start-ups;

• Outreach, coaching, mentoring, networking and
consultancy support to promote business start-up,
survival and growth; and
• Grants to support productive investment;
• Provision of advice and support for new business
start-ups to survive and grow;

• Supporting the capacity of small and medium sized enterprises to
grow in regional, national and international markets and to engage
in innovation processes
• Provision of efficient local referral routes to ensure that small
and medium sized enterprises are able to identify and access
the most appropriate and tailored support for their specific
growth needs;

• Support small and medium sized enterprises to develop
focused growth strategies and update or introduce new
business models which will drive business performance;
• Advice and support for businesses to become investment
ready;
• Provision of advice, consultancy, mentoring and peer-to-peer
support to indigenous businesses and inward investors (small
and medium sized enterprises from outside the European
Union who will move to England);

• Leadership and management coaching where connected to
the development and implementation of a business growth
plan;
• Targeted grant schemes to support productive investment;

Research and Innovation
• Aims to increase investment in research and innovation by small
and medium sized enterprises, particularly in sectors and
technologies identified through smart specialisation.
• Offers opportunity for the Humber area to benefit from
bigger more geographically spread proposals
• Applicants need to align with other ESIF area calls
• Aim is to support key sectors in the Humber area to drive
growth

SME Support for high growth
manufacturers
• To enhance the growth potential of small and medium sized
enterprise manufacturers through enhancing and / or
complementing existing manufacturing support provision in various
locations in England
• Call with other Yorkshire and Humber LEP areas – total Y&H
budget = £1.25m
• Needs to work alongside Business Growth Service and
Growth Hub
• Aim is to support SMEs in key growth sectors

Indirect costs
• For most ERDF projects, a flat rate of 15% of
salary costs can be added to cover indirect
costs (sometimes known as overheads) without
the need to provide evidence
• For some innovation projects this can be 25%
