Significant Changes Compared to 2009
TAKS Base Indicator
 TAKS will include performance results for all TAKS
(Accommodated) grades and subjects.
 Refugee / Asylee performance is excluded.
 Only one administration of grade 3 reading.
 Grade 6 Spanish assessment has been eliminated.

Completion / Dropout Indicators
 The Class of 2009 is the first class for which all four years
of the completion cohort will be used under the NCES
dropout definition.
 There is a change to the methodology for assigning
Economically Disadvantaged statuses to dropouts.
 Rigor of the Underreported Students rate increases to
< 4.0%. The count standard remains at 150.

Required Improvement (RI) and
the Texas Projection Measure (TPM)
 In 2010, RI and TPM will continue to be a feature of the
system and will be used as they were in 2009.
 Floor needed to use RI to gate up to Recognized will
increase to 75% (all subjects).

 In 2010, the Exceptions Provision will continue to be a
feature of the system and will be used as it was in 2009.
 Floors needed for Academically Acceptable will increase:
 50% for science
 55% for mathematics
 Floors needed for Recognized will increase to 75% for all
subjects.
 Floor remains at 85% for Exemplary.

Safeguards
Combinations of RI, TPM, and the EP cannot be used
together for one measure to elevate a rating more than
one level.
Exceptions cannot be used for same measure for 2
consecutive years.
Any campus or district that uses one or more exceptions must
address performance on those measures in its campus or
district improvement plan.
RI calculations and all floor evaluations (RI+EP) are based on
the percent Met Standard – not percent Met Standard with
TPM.

 Beginning in 2010, a minimum size criterion will be applied to
the rate component for underreported students.
 Districts with underreported rates that are less than 1.0% will
not be evaluated.
 The Minimum Underreported Students Rate Criterion section
(page 8) of the 2010 final decision document contained an
error. The minimum rate criterion of 1.0% will be applied in
2010, even though the decision document stated 2011.

Gold Performance Acknowledgments (GPA)
 Eight GPA indicators use TAKS performance: the five
TAKS Commended indicators, the two Texas Success
Initiative (TSI) Indicators, and the College-Ready
Graduates Indicator.
 In 2010, these eight GPA indicators will use the same
definitional changes as made to the TAKS base indicator.
 The standards for the two Texas Success Initiative (TSI)
indicators will increase by five points from 60% to 65%.

Gold Performance Acknowledgments (GPA)
 The two Comparable Improvement (CI) measures will be
based on the vertical scale score beginning in 2010.
 The CI methodology will be applied to only those campuses
that serve grades 4 – 8 only since the vertical scale scores
are only available for grades 3-8.
 High schools will be unable to earn a CI acknowledgment in
2010 and 2011. Even though high schools will no longer be
able to compete for these two acknowledgments, six of the
remaining 13 possible campus-level GPAs are applicable to
high schools only.

Race / Ethnicity
 In October 2007, the USDE issued their final guidance to
educational institutions on the adoption of new federal
standards for collecting and reporting race/ethnicity data for
students and staff. TEA implemented the new federal
standards beginning with PEIMS data collected for the
2009-10 school year.
 For 2009-10 only, PEIMS will collect race/ethnicity
information using both the old definitions and new federal
definitions.
 State accountability, federal accountability, AEIS, and other
related reports will use the old definition for all current year
(2009-10) indicators for the 2010 cycle.

TAKS Base Indicator
 The results on TAKS, TAKS (Accommodated), TAKS-Modified
(TAKS-M), and TAKS-Alternate (TAKS-Alt) will be combined
into a single TAKS indicator.
 TPM will be applied as soon as it is available for each TAKS-M
grade rather than waiting until TPM for TAKS-M is available for
all grades.
 A student growth measure for TAKS-Alt will be incorporated as
soon as it becomes available.
 Beginning in 2011, TAKS student groups will be based on the
new federal race/ethnicity definitions.

Annual Dropout and Completion Rate
Indicator Changes
 Use of federal race/ethnicity definitions will apply to
the Annual Dropout Rate indicator beginning with the
2011 accountability year (2009-10 dropouts).
 For the 2011 accountability year, Completion Rates
will continue to use ethnicity based on old definitions
(Class of 2010).
 Will resume the substitution of district completion
values for secondary campuses that do not have
completion data.
 The methodology to create campus completion rates
will be expanded to create rates for any high school
that serves grade 12.

 In 2010-11, PEIMS will collect race/ethnicity data using the
new definitions only (pre-coded from PEIMS).
 State accountability, federal accountability, AEIS, and other
related reports will use the new definitions for all the current
year (2010-11) indicators for the 2011 cycle.

English Language Learners (ELL)
Progress Indicator
 Beginning in 2011, AEA campuses and charters will be
evaluated on a new ELL Progress indicator with a standard
of 55%.
 The numerator is the number of students who Met
Standard on TAKS/TAKS (Accommodated)/TAKS-M or Met
TELPAS criteria.
 The denominator is the number of current and monitored
limited English proficient (LEP) students in U.S. schools for
two or more years and tested in specific assessments.
 Evaluated for "All Students" group. Student groups are not
evaluated separately.

ELL Progress Indicator cont.
 ELL RI will be applied. The calculation will be the amount of
gain in Percent Met required to reach the current standard
in two years.
 Options for including TPM in the ELL Progress indicator will
be developed and discussed during the 2011 accountability
development cycle.
 Under AEA procedures only, if the ELL Progress indicator is
the only reason for an AEA: Academically Unacceptable
rating in 2011, then the AEC or charter will be assigned an
AEA: Academically Acceptable rating.

2010 At-Risk Registration Criterion and
Charters Evaluated under AEA Procedures

2010 At-Risk Registration Criterion
 Each registered AEC must have at least 75% at-risk student
enrollment verified through 2009-10 PEIMS fall enrollment
data in order to be evaluated under 2010 AEA procedures
and receive an AEA rating on July 30. Two safeguards are
incorporated for those AECs below the at-risk criterion.
1.
Prior-Year PEIMS At-Risk Data Safeguard: If a registered AEC
does not meet the at-risk criterion in 2010, then it remains under
AEA if the AEC had at least 75% at-risk enrollment in 2009.
2.
New Campus Safeguard: If a new campus is registered for
evaluation under AEA procedures, then the AEC is not required
to meet the at-risk criterion in its first year of operation. This
safeguard provides an accommodation for new campuses with
no prior-year data.

2010 At-Risk Registration Criterion cont.
 In May, letters will be mailed to the AECs that do not meet
the 2010 at-risk registration criterion informing them that
their AEA registration is rescinded and the AEC will be
evaluated under 2010 standard accountability procedures.
 The Final 2010 Registered AEC list will be posted on the
AEA website in May. This list will contain the AECs that will
receive a 2010 AEA rating.

Charters Evaluated under AEA Procedures
 A list of the charter operators that will be rated under 2010
AEA procedures will be posted on the AEA website in May.
 Charters that operate only standard campuses are
evaluated automatically under standard accountability
procedures.
 Charters that operate only registered AECs are evaluated
automatically under AEA procedures.

registered AECs have the option to be evaluated under AEA
procedures if at least 50% of the charter’s students are
enrolled at registered AECs.

TEA will contact the charter to obtain its preference.

If a preference cannot be obtained, the charter will be
evaluated under standard accountability procedures.

If fewer than 50% of the charter’s students are enrolled
