Brings together a number of current (2007-2013) EU initiatives …
(FP7, Competitiveness and Innovation Programme – IEE, ICT PSP, etc)
… into a simplified €70bn Financial Instrument focused under three strands:
I.
Excellence in the Science Base (37% of budget)
II.
Industrial Leadership & Competitive Framework (22.5%)
III.
Societal Challenges (38%)
… via a range of financial instruments: - Grants;
Debt finance and equity investment; Procurement and Prizes.
I. Excellence in the Science Base
develop scientific talent within and attract leading researchers to Europe.
Support the most talented and creative individuals / teams to carry out frontier
research (building on the European Research Council)
Fund collaborative research to open up new and promising fields of research
and innovation through support for Future and Emerging Technologies (FET)
Provide researchers with training and career development opportunities
through the Marie Curie Actions
Ensure Europe has world-class research infrastructures accessible to all
researchers in Europe and beyond.
Early decisions - Flagship Initiatives - Graphene and Human Brain
propositions each receiving EUR1bn each.
II. Industrial Leadership
Supporting and promoting business research and innovation in key technologies
Leadership in enabling and industrial technologies
Micro- / nanoelectronics; nanotechnology; photonics; advanced materials;
biotechnology and advanced manufacturing technologies.
Whole "innovation chain“ from basic research to bringing in innovative
products and services to market,
New Instrument - “Fast Track to Innovation” to be introduced in early
2014
III. Societal Challenges
Tackling the societal challenges identified in the Europe 2020 Strategy
Focus on areas with high potential for sustainable
competitiveness, innovation and growth.

Food security and bio-base economy

Secure clean and efficiency energy

Smart, green and integrated transport

Climate change and resource-efficiency

Inclusive, innovative and secure societies
HORIZON 2020 - SME INSTRUMENT
SMEs will be encouraged to engage with H2020 priorities through a new
dedicated SME instrument. Its aim is to:
• fill gaps in funding for early-stage, high-risk research and innovation by
SMEs as well as stimulating breakthrough innovations.
• target all types of innovative SMEs showing a strong ambition to develop,
grow and internationalise.
• provide support to all types of innovation, including non-technological,
social and service innovations, given each activity has a clear European
added-value.

• Smart Cities and Communities Initiative – commercial at scale of smart
technologies
• Competitiveness low-carbon energy and energy efficiency
• Nuclear technology R&D and decommissioning
SUMMARY

Horizon 2020 will address the whole innovation cycle.

Greater integration of SMEs in new initiatives
– SME only initiatives, e.g. Fast Track to Innovation scheme
– Minimum 20% of the budget aimed at SMEs under industrial leadership /
societal challenge priorities.

Close synergies with EU Cohesion Policy via Smart Specialisation
Strategies.

Simplified approach – one set of rules
– The intervention rate increased to 100% for research actions and 70% for actions
closer to market replication. Flat rate of indirect cost of 25%.

First Call likely in Spring / Summer 2014.
