Established by EFI in 2007 to support implementation of the FLEGT
Action Plan:
 facilitate implementation of Voluntary Partnership agreements by:
 providing support to EC, EU delegations, JIC in VPA countries
 providing support to public sector, private sector, civil society
constituents;
 providing technical advice on TLAS systems;
 aligning comprehensive and consistent communications;
 providing impact monitoring and ensuring lessons learned.

 funding: EuropeAid and EU MS: UK, Netherlands, Finland, France,
Germany; in-kind support from Spain;

Governance and Trade


(e.g. improve country image & sector credibility; advance forest sector
reform agenda; mobilize linkages to REDD objectives and projects);

facilitate outreach to and awareness raising among constituents;

analyze and support forest products trade dynamics - realize full economic
value of the resource - secure market opportunities.
Communication and Capacity Building

build understanding and ownership with different constituents on
the scope dynamics and extent of the processes;

facilitate and support comprehensive communications in partner
countries;

facilitate a global FLEGT communication strategy (e.g. aligned
communication by key multipliers, dissemination of key messages,
joint communication instruments, etc.);

communicate relation of FLEGT VPA, EUTR and other systems (e.g.
forest certification, etc.) in VPA countries, Europe and worldwide;

facilitate dedicated training;

FLEGT newsletter and www.euflegt.efi.int.
Analysis and Monitoring
 studies to inform VPA negotiations;
 compile timber trade statistics & dynamics, timber flow studies - realize full
economic value of the resource - secure market opportunities;
 summarize VPA processes and draw lessons learnt;
 strengthen understanding of VPA elements and issues (imports, seized
timber, customary rights, etc);
 analysis of potential impacts of VPA (e.g. on poverty, on timber trade, etc.);
 analysis of law enforcement/judiciary challenges - stock-taking of existing
initiatives to tackle corruption;
 facilitate a collaborative forest governance research agenda;
 linkages between FLEGT and REDD+.
