Title IV-E of the Social Security Act

Indicates that “states are evaluated on whether children receive appropriate services to meet their education needs”.

Child welfare agencies are required to include education and health records in the case plan.

Regularly review and update education records; and supply education records to every foster care provider with whom the child is placed and to all young people who reach age 18 while in care.

Statutory Requirements: Fostering Connections

Fostering Connections Act of 2008

Requires child welfare agencies to ensure children in foster care are enrolled in school.

Consider educational stability when identifying foster care placements

Coordinate with local education agencies to ensure youth stay in their current school when placed in foster care or are immediately enrolled in a new school if it is not in their best interest to stay in their school of origin.

Child Needs

Protection, Permanency and Well-Being government requirements are related to “Maslow’s Hierarchy of Needs” This model is “Dynamic” where Well Being factors inform Safety and Permanency decision making.

K-12 Report Card: System Components

The K-12 Report Card is a “Diagnostic Tool”, based on nationally recognized education domains, that will assist Case Managers in starting a conversation with the caregiver and others to identify and address the student’s current education needs. The Remote Data Capture (RDC) K-12 Report Card submission process will make K-12 Report Card data available within FSFN in report format.

The K-12 Reports including the K-12 Report Card Detail and Due/Overdue Reports are designed to help Case Managers and other staff monitor student education outcomes and monitor submission timeliness.

K-12 Report Card Target Group

Target Group for the K-12 Report Card Test during Fiscal Year 2012-2013 It is intended that for the Fiscal Year 2012-2013 test period, at a minimum, CBC Case Managers will submit K-12 Report Cards for children: 1) Ages 5 through 17 years; 2) Under Fla. Jurisdiction (residing within or outside of FL); and 3) Placed in Licensed or Non-licensed Out-of-Home Care settings.

Note: Each CBC has the option to expand this target group as appropriate. The Remote Data Capture (RDC) application currently will allow K-12 Reports Cards to be submitted on any active FSFN participant ages 5 through 17 inclusive.

K-12 Report Card Protocol

1. It is intended that K-12 Report Cards will be submitted every 30 days.

2. K-12 Report Card ratings should be based on the Case Manager’s observations, information gathered and discussions with appropriate others (including the student) over the last 30 days.

3. K-12 Report Cards will be submitted by the Case Manager responsible for visiting the child.

5 - The child remains in the same school attended at removal 4 - The child has changed schools once during the removal episode but not during the school year 3 - The child has changed schools once during the school year, but the change occurred at the end of a semester/grading period 2 - The child has changed schools 1 time during a grading period or has had 2 changes 1 - The child has changed schools 3 or more times U= Unknown; NA= Not Applicable

K-12 Outcomes Parent Involvement:

The parent or caregiver actively communicates with teacher(s) and participates in school events.

5 - The caregiver has frequent, active communication with the child’s teacher and often participates in school events 4 - Caregiver has regular, active communication & occasionally participates in school events 3 - The caregiver has regular communication but does not participate in school activities 2 - The caregiver rarely communicates with the child’s teacher and does not participate 1 - The caregiver has had no communication U= Unknown; NA= Not Applicable

: The student has no Exceptional Student Education (ESE) needs OR has a current Individual Education Plan (IEP) to address their special needs.

5 - The child has been assessed (or functions such that clearly no formal assessment is needed) and has no ESE needs OR a current IEP is in place 4 - The child’s current educational setting appears to be appropriate 3 - The child is in the process of being assessed for educational needs or it is known that an IEP should be developed 2 - The child has known ESE needs that are not being addressed but someone is advocating 1 - The child has known ESE needs and there is no plan or action steps to address U= Unknown; NA= Not Applicable

K-12 Outcomes Graduation Progress

: Student on schedule to graduate from Hi Sch or obtain a GED 5 - There appear to be no barriers (examples: school instability, poor academics, attendance issues, achievement test performance etc.) that would delay timely graduation OR the child is of an age where it is clearly known that he/she is on track 4 - There may be some barriers but it is still believed that the child will be on track to graduate timely 3 - There are sufficient risk factors that make timely graduation an uncertainty 2 - Currently the child is not on track, but it is possible to remedy the situation 1 - The child is significantly behind and will require a strong plan U= Unknown; NA= Not Applicable

K-12 Outcomes Behavior

: The student exhibits age appropriate school behavior and participation.

5 - The child models positive behaviors and often assumes a leadership role to positively influence peers and others 4 - The child receives all positive feedback from the school for behavior and participation (may be evident in home notes – i.e. green light – or in citizenship scores on the report card) 3 - The child receives occasional, minor comments/intervention related to behavior or participation 2 - The child receives frequent teacher comments or occasional disciplinary action 1 - The child requires frequent teacher comments/disciplinary action and/or parent/teacher conferences or is suspended or expelled from school or becomes involved with LE for school or school related actions.
