Current Situation
 Each time a student receives Student Financial Assistance (SFA)
s/he is required to:
– Sign a Student Loan Agreement and Terms & Conditions
– Obtain Confirmation of Enrolment via signature by authorized official at
their Educational Institution
– Provide Banking Information by attaching a void cheque or completion
of the section by a representative at a Financial Institution
– Submit completed documentation to NSLSC On-Campus Kiosk or
Designated Canada Post Outlet
 Process is cumbersome for students: e.g., a student receiving SFA
for a 4-year university program would undergo the process at least 8
times and sign at least 8 agreements
 Significant effort also required on part of Educational Institution staff
to provide confirmation of enrolment during peak disbursement
periods

 Receiving Student Financial Assistance –

New Approach
 Master Student Financial Assistance Agreement (MSFAA)
– Students will sign a lifetime loan agreement at the beginning of
their study period that will cover all future awards
– The one-time agreement will replace the student’s requirement to:
• Sign a Student Loan Agreement each time an award is negotiated
• Provide banking information each time an award is negotiated
– Students re-sign a MSFAA if they have a break in study of more
than two years or if they change province of residence
 Electronic Confirmation of Enrolment (ECE)
– Will enable P/T’s or NSLSC to communicate directly with
Educational Institutions to confirm enrolment electronically
– This electronic interface, or Electronic Certificate, with
Educational Institutions will replace the student’s requirement to:
• Line-up at the Educational Institution during peak disbursement periods to have
enrolment confirmed each time an award is negotiated
Master Student Financial Assistance Agreement
 Receiving Student Financial Assistance –
New Approach:
– The first time a student applies for SFA
s/he will be required to:
• Provide Banking Information by
attaching a void cheque or
populating the account information
• Sign the Master Student Financial
Assistance Agreement
– Lifetime agreement (provided no break in
studies >2 years and no change in province of
residence)
– One form for federal and provincial
loans in Integrated Provinces
Electronic Confirmation of Enrolment
 ECE consists of two models for transmitting and processing an
Electronic Certificate of Eligibility file:
– Provincial/Territorial Model: Province/Territory (P/T) obtains confirmation
of enrolment (COE) from Educational Institutions (EI) and communicates
the results to the National Student Loans Service Center (NSLSC).
– NSLSC Portal Model: P/T sends certificate information to the NSLSC, the
NSLSC then contacts the EI to obtain the COE using a secure web portal.
 Introduction of an NSLSC Portal complements existing channels
where P/T’s have limited/no ECE coverage, including:
– Confirmation of Enrolment with Disbursement (current Schedule 1)
– Confirmation of Enrolment for Continuing Studies (current Schedule 2)
– Early Withdrawal/Change in Student Status (current Copy 3)

EI Account Set-up
 As of May 1st
– EI’s may request access to the ECE Portal via email – [email protected]
– NSLSC will send a package which includes:
• Application and User Access Agreement
– EI’s will return completed package to the NSLSC:
• Via fax, email (scanned copy) or metered mail
– NSLSC will send completed applications to provincial governments for validation
– Upon receipt of validation the NSLSC will create the EI Super User Account
 As of July 9th
– NSLSC will contact the EI Super User via telephone to provide the following:
• Website address
• Username and temporary password
• Assistance with first log-in
• Directions to the user manual and training materials
• Technical assistance contact information
