Fee Waivers
Fee Waiver – Senior Citizens
• Senior Citizen Fee Waiver
– Section 10.6 of Session Law 2013-360 eliminated
the waiver of tuition for up to six hours of credit
instruction and one course of noncredit
instruction per academic semester for senior
citizens age 65 or older who are qualified as legal
residents of NC that was previously allowed in G.S.
115D-5(b)(11).
Fee Waiver - SMAT
• Clarification that the waiver related to State
Medical Assistance Team (SMAT) training
found in the EMS Section includes initial and
continuing education (CE) training under
course code EMS - 4000 and specifies the
parameters for CE training.
Fee Waiver – CJ Job Titles
• Update of Appendix C to
include the most recent
version of the Interpretive
Rule that defines job titles
of Criminal Justice
Officers for the Correction
and Juvenile Justice
divisions.
SBCC Revision
• CC12-030 Waiver Reference
Guide (Basic Skills Plus)
– The SBCC revised the Basic Skills Plus
Guidelines on 11/15/2012. Waivers
associated with a Basic Skills Plus
pathway may not exceed 12 semester
hours for curriculum courses or 96 hours
for continuing education courses, or a
single CE course that is longer than 96
hours, without written approval from
the System Office.

courses that begin on or after August 15, 2013.

Legislative Update
• GED ® Testing Fee
– G.S. 115D-5(s) authorizes the State Board of Community
Colleges to establish, retain, and budget fees charged to
students taking the General Education Development (GED®)
test. Currently the GED® paper-based testing fee is set at $35
per student. This is a one-time fee charged to students who take
the battery of GED® tests by paper.
– Beginning January 1, 2014 students will be required to take the
GED® battery of tests electronically, and the paper-based testing
fee will sunset. Students taking the computer- based GED® will
register and pay GED® Testing Service directly. Colleges are not
authorized to charge students an additional fee for taking the
computer-based GED® test.
Budget FTE
• Budget FTE is the number of full-time equivalent
students for which a college is budgeted to serve.
– Section 10.4 of S.L. 2013-360 changes the method for
determining colleges’ budget FTE.
– Previously, budget FTE was calculated base on the
higher of the prior year’s enrollment or the average of
the prior three years. Moving forward, colleges’
budget FTE will be calculated based on the higher of
the prior year’s enrollment or the average of the prior
two years.
In FY 2013-14, this change results
in 4,279 fewer FTE being funded

System Office Clarification
• CC13-017 Clarification of Physical Education in
Occupational Extension
– Physical fitness classes do not meet the SBCC definition for
CE OE and therefore should not be offered for budgetary
FTE. A public service agency’s training request for physical
fitness training does not fit an OE definition.

Occupational Extension courses consist of single courses, each
complete in itself, designed for the specific purposes of training an
individual for full- or part-time employment, upgrading the skills of
persons presently employed, and retraining others for new
employment in occupational fields.

Current Description:
The student is required by N.C. Board of Nursing to be a Level I Nursing
Assistant and to list with N.C. Division of Facility Services and N.C. Board
of Nursing. The course consists of primarily review and testing to assess
student knowledge. Each student must complete course with passing
academic and attendance requirements to maintain registry with N.C.
Division of Facility Services and N.C. Board of Nursing. Hours and
course content dictated by above listed governing bodies.
Proposed Description:
This course is design to meet the licensing renewal requirements for
Nurse Aide I (DHHS-Health Service Regulation) and Nurse Aide II (NC
Board of Nursing). The course consists of primarily review and testing
to assess student knowledge for the specifically defined competency
assessments by their respective governing body.

Renewal Requirements for Nurse Aide I
If a student’s Nurse Aide I listing has expired within the past 24 months:
Student must successfully complete the competency evaluation portion of the Nurse Aide I Program if the nurse aide goes
for a period of two full years (from either the most recent date tested or the most recent date worked) without meeting the
minimum work requirement*.
*The individual must work as a nurse aide under RN supervision for pay at least 8 hours within the two-year period of the
registry listing.
Renewal Requirements for Nurse Aide II
If a student’s Nurse Aide II listing has expired within the past 24 months:

Student must successfully complete the competency evaluation portion of the Nurse Aide II Program.
Student must be listed as a Nurse Aide I with the NC Division of Health Service Regulation – Nurse Aide I Registry
with no substantiated findings of abuse, neglect or misappropriation of property.
Student must have performed nursing care activities for monetary compensation with the past 24 months for at
least 8 hours under the supervision of a RN.
Student’s renewal application must be submitted on or before the last day of their birth month.
Student must have a NC Nurse Aide II listing number.
Student must have a Social Security Number.
If a student’s Nurse Aide II listing has expired in excess of 24 months, the student will be required to successfully complete
a comprehensive Nurse Aide II program to be eligible for renewal.

federal Personal and Home Care Aide State Training (PHCAST) grant to develop,

Internal Audit
Educational institutions are shifting to meet demands for greater accountability
and the capability to demonstrate measurable outcomes.
In an effort to lead this culture shift to authenticate rigor, relevancy and
results, we intend to revamp the accountability and credibility model for
Continuing Education.
The Workforce Continuing Education division will develop tools to assist
colleges in implementing internal controls to address practical and planning
issues around program accountability and credibility.
The operational results of this new focus will include increased accountability
for stakeholders, established expectations, and demonstrable outcomes as well
as the encouragement of the use of leveraged resources.
