Restoration of national highways line reach the standard I
– III level at plain area and III – V level at mountainous
region;
Building roads to avoid the city center;

Expressway system

Construction of new highways as the master plan was
approved by government;
Step by step to take shape highway and expressway
network;


Provincial highway system

Upgrade a number of provincial roads into national
highways;
Restore degraded provincial roads, expanding or upgrading
of transportation routes with large traffic;
Construction of new road linking the importance
administrative and economic center of the province.



Government’s preferential policies
 Expressway projects are financed from ODA funds, Government




bonds, development credit funds and the public bonds
Assitance from State budget in compensation, resettlement and
land acquisition activities for the projects with long payback
period
The Government gives VEC a guarantee to issue the project notes
for both domestic and overseas stakeholders
VEC make it own decision of toll rates for its project to ensure
the return of capital except for the project with toll rates
imposed by the Government
Other preferential mechanisms are provided to the certain
project, civil work

 VEC operates on the principle:
 Use the primarily funds ODA (WB, JICA, ADB, ADCF..v.v.), domestic capital
for investment, construction, management and exploitation expressway projects
 On these principle, VEC supports the cooperation from all of our partners
domestic as well as foreign.
 Promoting cooperation in the areas of specific
activities :
 Cooperation seeking investment to build new expressway projects




Technical assistance, project consultants
Participate in bidding for construction
Business cooperation kinds of services on the expressway after operation
Cooperation to jointly develop the highway network of regional as well as the
