Research and analysis (also impact assessment studies). 2. Raising awareness. 3. Direct support instruments – investments grants, training, counselling services. 4. Cooperation with partners: socio-economical institutions and organisations (eg. Consultation Council, Research Council); public administration, (regional) business support institutions. China, August 2009 Direct Support Instruments (1/8) PAED in the financial perspective 2007-2013 is involved in implementation of the following OPs: OP Innovative Economy (OP IE) Budget: 3.9 bn EUR OP Human Capital (OP HC) Budget: 672 m EUR OP Eastern Poland Development (OP EPD) Budget: 2.6 bn EUR Share of OPs implemented by PAED in the NSRF: 7.2 bn EUR (8.4% of total NSRF budget) China, August 2009 Direct Support Instruments (2/8) Innovative Economy OP – objectives Main objective: development of Polish economy on the basis of innovative enterprises. Detailed objectives: improvement of innovativeness of enterprises, improvement of competitiveness of Polish science, strengthening of the role of science in economic development, increasing the share of innovative products of the Polish economy in the international market, creation of permanent and better workplaces, growth of the use of information and communication technologies in the economy. 65% of financial resources allocated to the direct support of enterprises within OP IE is assigned to SMEs. China, August 2009 Direct Support Instruments (3/8) Innovative Economy OP - activities implemented by PAED Direct support to enterprises: grants for innovative investment projects; grants for R&D and implementation of results of R&D projects; grants for the development of R&D activity of enterprises; SMEs support for industrial property protection; support in the area of industrial design; consuting services and support in obtaining external financing; e-economy development (B2B, B2C projects) in newly established enterprises; development of SMEs foreign markets expansion. China, August 2009 Direct Support Instruments (4/8) Innovative Economy OP - activities implemented by PAED Direct support to business support institutions: support to clusters development; support to technology parks development; support to business support institution active in the area of innovation (for setting up innovative enterprises); development of business support institutions networks providing proinnovative services; support to the alternative forms of external financing of the SMEs devlopment (investments funds, bussiness angels). China, August 2009 Direct Support Instruments (5/8) Measures financed by the State budget Loans for innovation - support for SMEs; budget: 19.165.040,59 PLN (4.3 m EUR); Innovation vouchers – support for micro and small enterprises, development of cooperation between small business and R&D units; budget: 7,650,000 PLN (1.7 m EUR); Innovation express – support for clusters, development of international cooperation in R&D and innovation; budget: 3,150,000 PLN (0.7 m EUR). China, August 2009 Direct Support Instruments (8/8) Trainings and counselling services Development of the entrepreneurship support system BSI, indirectly employees and employers, persons willing to start economic activity Improving the quality of services provided for enterprises by training institutions and institutions supporting entrepreneurship and innovativeness, in particular through: • standards development in business support institutions and the standard of services provided by them (observatory for KSU network), • advancement of qualifications and abilities of employees engaged in training/counselling services aimed at supporting the entrepreneurship and innovativeness development, • supporting the process of certification for qualifications of the training personnel; Supporting the system of complex services provided by institutions to entrepreneurs and persons willing to establish economic activity.
