Speaking of Rialto
MILLER HELPED FREE LAND FOR A BUSINESS PARTNER
By Susan Crabtree
Rep. Gary Miller (R-Calif.) pushed for a provision in last
year’s transportation bill that allowed the city of Rialto,
Calif., to shut down its airport.
By doing so, he paved the way for his business partner,
Lewis Operating Corp., one of his top campaign
contributors, to buy the land from the city and make plans
to build Renaissance, a community consisting of 2,500
homes, parks and 80 acres of retail space on the former
airport property and adjacent land.

AIRPORT SUPPORT MODEL
Q: I already belong to a Nationwide Pilot Organization why worry?
A: They can’t do everything or be everywhere, too many issues
-Example: AOPA has one rep for the entire state
•Does your airport have a pilot/advocate organization in place?
•Best case scenario -locals resolve issues then escalate as/if required
•Statewide org has better understanding of most issues and is able
to act quickly relying on nationwide as/when required
•Nationwide org better suited to interface to Washington or
to apply political pressure to local politicians (worse case)

AIRPORT SUPPORT MODEL
Local Airport/Pilot Org
•Keeps current on local issues
•Organizes local pilots
•Interfaces to local government
•First Point of Defense
Statewide Org
•Interfaces to State Aeronautics (CalTrans)
•Deals with local and statewide issues
•Interfaces to local airport/pilot groups
Nationwide Org
•Interfaces to Washington
•Reviews national issues
•Interfaces at state level when necessary

CALIFORNIA PILOTS ASSOCIATION
Mission:
•
The California Pilots Association is a state wide, volunteer nonprofit public benefit California corporation. Our main mission of
is airport advocacy, working together with our membership to
promote and preserve California's general aviation airports
through education.
Why?
•
Our country's airports are disappearing at an alarming rate.
Without small and medium sized airports, California's air
transportation infrastructure would be crippled, and the state’s
economy would suffer dramatically. What good is an airplane with
no place to land?

WHAT IS A CLUP?
• It is an acronym for Comprehensive Land
Use Plan.
• Based on CalTrans Airport Land Use Planning
Handbook and the Federal Aviation Regulations.
• By description, it is a compatibility plan for land
uses around an airport.
• With a few exceptions, a CLUP is required for
each public airport (review it frequently).

IDEAS FOR TVL
• Pilots/aviation advocates must get
involved now (formalize TVL group)
• Pilot led project to replace trees or plant
ground cover to lessen lake pollution fears
• Get large businesses involved for funding
(i.e., all casinos that use the airport)
• Insure TVL is part of the future plan for
the basin

6.
Take an active role assisting the airport manager or airport owner with
airport related problems. Members can often help themselves by working
with and helping an airport manager. They can often help city and/or
county officials regarding airport matters.
7.
Free legal and practical counseling about airport matters, hangar leases,
taxes and aircraft ownership from CALPILOTS's volunteer lawyer
members.
8.
As a legal entity, a chapter can own property and/or enter into contracts.
(Turlock and Shelter Cove Airports are currently managing and
operating their respective airports under contracts with the airport
owners)

WHY ARE AIRPORTS
TARGETS?
• Open space draws real estate developers
• Elected Officials don’t understand airport
regional business/transportation value
• Elected Officials constantly seeking tax
revenue (not looking at big picture)
• Ill advised planning causes ongoing issues
(safety, noise, etc..) SB2501
• ‘Jam-in High Density Housing’ trend
• Enviro-Zealots against anything motorized
